Failed to boot after plug in 12V ATX

back from a 2 days outstation trip, my PC giving me problem. here is the rig:

i5 760
asus p7p55d-e lx
4G Ram
galaxy 460 gtx
Silverstone strider plus 600W

The problem is the pc does not boot up, and i tried to check on the power supply, it seems working well, as i tried to jump start it.

Tried to unplug one by one to check out the problem, finally i found out whenever i plug the 2x 4pin ATX 12v to the mobo, it will turns On and Off within a very short while, within 1 sec. And, it will automatically On and off(within 1 sec) continuously, until i turn off the main power switch.

Tried to plug all, without the 2x 4pin ATX 12, it turns ON. however, it will not work without the 12V ATX. Fans, HDD, GC all running well.

Can anyone advise me what to do before i bring it to a computer shop.

any1 using this model of printer??HP Deskjet D2360 Printer
i just bought it from lowyat last week
after printed some notes..not more than 100pages(using blank ink only)
then it started pop up the msg saying that the black ink is low level
is it the time for to change or refill??
i not yet refill....the problem is the quality of printing with fast draft very bad
bad til cannot read...is it the way hp printer do during low ink>??
i thought the printed pages with low level ink should b either clear or print nothing
but now i encountered "blur" printing..worrying is it something wrong d??
hp deskjet/inkjet user pls gv me some advise>?

oso..if i gonna change or refill the catridge..
which should i go for??the promoter there recommend me "colorex" refill ink
is it working or it will spoil the printhead?

pls advise me
