The management increases maintenance fee

I am living in my own an apartment for nearly four years. Suddenly the management decided to increases the maintenance fee. Excuse given is that they cannot cover the overall maintenance cost.

Is it legal for them to do so? I thought the maintenance fee is fixed?

Any ideas where to get the software that can actually check Canon 500D's shutter count with sending it Canon service center?

Been searching and trying without any result. EOSinfo, Opanda IExif 2.3 not really useful.

Had seen people selling their 500D in lowyat forum with their shutter count information. Wondering where they get the info?

I bought my condo in 2008. It was 2nd Hand. I've received few letters regarding the cukai tanah from DBKL. But the name is under the previous owner's name. So my question is how to change the name to my name? If I go to any DBKL branches. What documents do I need to bring?
What is the procedure.

Please watch out for this notebook Product No: GC196PA,Serial Number: 2CE7152G0B Notebook Model: Compaq Presario V3000. For those who intend to buy a 2nd laptop. Please check the serial number. This notebook was stolen two days ago. House was broke in by some bloody thief 2 days ago.

Also watch out for Dell Vostro Laptop 1400. Will update the serial number once i found the purchase receipt. Thanks.
