Best Web Server Specs for RM15k

May I get some opinions on the specs of a Linux based Apache Web server with Mysql database within the price range of rm15k for research purposes?
Also used as a mail server and database server to about 1000 users and local file sharing server to share documents.
I need your opinion on the best server configuration.

Questions Ive compiled which Im still confused about..
Might be quite silly questions.. Im financial illiterate and i wanna learn
So here goes!

1.)What is BLR & BFR?
I know its BLR is base lending rate & BFR is base financing rate... but when i do a search on these terms, seems like it is only used in Malaysia.. >.<
It is the interest rate...? if so.. what are the differences..? >.<

2.)Interests?
If I loan for a house, i wanna learn to calculate the amount i need to pay for each month.. I did a simple search, is this formula applicable?
P(1+r)^t = I ... where P is the amount borrowed, r is the interest rate, t is the duration, & I is the interest needed to pay..
Also, where can i find interest rates of the banks for housing loans?

3.)Mortgage?
Ive played monopoly and i know if i need some money to pay ppl back,i mortgage my property to get some money... but how does this apply to real life?
Eg. Ive heard ppl mortgage their property to get a loan from the bank for another house.... huh...??

4.)Refinancing?
Totally confused at this area...
Heard that when you have a property, & it increases in value, you dont have to sell it, instead, you can refinance the property...? then from there you can pay dividends to your investors from the money earned?
is refinance used when you pay back the bank using the increment of the value of the asset??
And what are dividends?

5.)Stamp Duty Exemption Fee?
Referring to the My First Home Scheme, houses below 320k can get 50% discount on the "stamp duty fee" or something like that..

6.)Loans
Can I get a housing loan if I only have money in the bank without statements for monthly income..
Eg. Lets say I make handmade gifts to sell to people & the revenue goes directly to my personal account
I have no company.. possible for me to get a loan?
If i must have a company to get a loan..then..

7.)S Corporation
Is this Corporation applicable here? Does it cost a lot to maintain as a corporation..
Know any resources which guides on setting up a company in Malaysia?

I hope im in the right section.. >.<... anyways... Im starting with a very small project... and
Im trying to create a very simple web-based application that allows me to change background colours, and also colour my own images/text pixel by pixel..

Im a total newbie at this, but if someone is willing to teach, im definitely willing to learn..=)
Ive been through the tutorial from java on colour pickers... but once it comes to the codes, im lost..!
If possible....
Im looking at the colouring area to be 6pixel in height, 40 pixel in width, able to simultaneously change background colours, & able to colour it pixel by pixel... Think of cross-stitching a banner.. lolx
And is there a way to implement this into a webpage as a java app..?

STPM Science Student Wanting Arts Courses

Just wanna help a friend..She took Bio, Chem, Maths and PA and She got 2.91 CGPA..
Why cant she apply for any Arts stream courses like business or accounting..
She is interested in either Law,Business Admin,Accounting..typically anything to do with business..
However all the courses that she can apply for doesn't match her interest at all..
Really stuck and need some advice..
Possible to just get into the Uni with some unrelated courses then change to a more related course when inside?
Any advice would greatly be appreciated..

I on the other hand..Took PA, MathsT, Phys,Chem,And Econs
Interested in Computers, websign designing, prgramming.. so planning to go for computer science..
Visited QuanSheng and saw that UM mean cgpa last year for that subject was 3.22 cgpa
i got 3.25.. =) so should my 1st choice be UM computer science?

Other than getting courses tru MOHE.. should i go for other scholarships as well..?
Although my results are quite low if wanna go for overseas studies, but is it possible?
My mum says only if i can get a scholarship she will allow.. >.<
Hopefully Australia/US/UK/SG as my relatives are there

Also I have some interest in Actuarial Science, counting probabilities and stuff..
Possible for me with my results to get that course?

I am a STPM fresh grad and I went for the interview in the morning and was recruited. I was wondering if anyone could tell me roughly how much per day wisma genting pays their customer's relations officers.. ^^
I heard rumours that they are under paid, but i heard from my friends its about rm1.8k a month.. pls enlighten
