AV to RF right after Antenna/TV

Hi,
I would like to ask wherever is there any possible equipment for the connection as below.

Outdoor antenna --> TV (at 2nd Floor) --> transmitter --> Receiver --> TV (at first floor).

Could it be that the 'transmitter' to be right after the antenna?

I just need it to receive normal channel and NOT astro.

Anyone here had any experience with this?
