WTA Custom TV Rack with stand

hi..

am looking to custom a TV rack with a stand that mounts similar to the one that is mounted to the wall. able to swivel left to right, top and down.

reason being:

1. unable to drill and secure mounting to wall
2. have young children and would prefer for the tv to be mounted so that it wouldn't topple

i've seen one in harvey norman but do not like the style.

any recommendations or can help point me to a person / company that can deliver this?

Am helping my father to locate or get in touch with his long lost friend. The only info we have is full name.

Any ideas on hw we can get more info?

Tried banking and telco systems but they require IC no. which we do not have.

Googled to no avail. Tried social media too but nil return.

Any help is much appreciated.
