Library not found

My laptop always turn to white screen with library not found notice on the screen. I have to change back to normal screen by pressing ctrl+alt=delete to escape from this white screen. After that, window taskbar is disappeared. In the same time, I heard noisy such as 'tic tic tic' from my computer. Can anyone tell me how to solve this problems? thanks. (By the way, it started after i have install some multimedia program in my computer. Even thought i have uninstall that program, it seems doesn't work.)

I was changing the system registry by not allowing spybot change the system file in system 32. I try to paste same icon back to system but it doesnt allow. I have two OS at the moment which one is already corrupted and another one is new xp. How can recover system file in old OS? My computer cann't login into window page..
