Streamyx throttling problem

Hello guys..
I'm a newbie here..just need a little bit of help...
Can someone explain to me, is Streamyx throttling the p2p bandwidth within certain period of the month??
Because during the first 15-20 days of last month, I can torrent around 50-70 kbps...
Now, for the last 1-2 week, the download rate dropped to 20kbps..I've never even reach 30 kbps...
What's the problem?? I don't change any settings...
This kind of thing really pissed me off...I've to wait for around 1 week or more just to watch my favourite movies/series.
What's wrong with the people at TMNET??
Can anyone suggest any ISP that does not limit the bandwidth for torrenting??
