laptop problem

so as title, when turn it on, all led shown its all good, but no display. after wait awhile, it automatically turned off.
it's an old laptop, 2002's dell latitude pp10l. never had a problem before.
tried to remove the battery & direct current, but no changes.

Need a suggestion for i7 rig

im getting an i7 cpu soon but what im worrying is some ppl said that hd5770 is using too much power consumption and suggested me to use xfx4890 instead.
i need to be always on 24/7 the pc for some reason. conclusion is i need a computer that use not too much kw/h coz it gonna bomb my electril bill if i go for 24/7.
budget limit strict 4.5k

Dead Processor

last week i received my processor , somehow after a test the proc seems like not working anymore ( i realized after i went out to buy stuff for cooling ) the cpu's fan is running and all other is in good condition, but no sound (usually got a beep sound when booting up) then i put back my old proc, its all good, then surf some on website looking for the light, then all result is come to 1, processor is burnt. but but, there's no dark mark (which usually have when something blown or burnt). so , the proc is burnt?
tried many times, doesnt work.

high pitched sound from CPU

already 1month i realized this stuff, it probably come from hdd. the sound is very high pitched but low volume, like can listen the disk in hdd is moving in high speed, whenever i transfer file , i can know the disk is running at high speed. im already using this hdd for ~2years. heavy downloader and gamer. is it going to die soon? (out of money for this month). i used crystaldiskinfo to view the smart info, and it's showing all in good condition, overall is good. i need a fortune for this hdd, when is it going to be a dead hdd?

this time i want u guys comment bcoz i almost bought some new gc and processor.
Is it good? i havent bought yet, but already reserve the item from people in garage sells.

currently using:
P4 1.5Ghz
768DDR 400mhz
160GB 32MB cache
and currently using ati9250 as graphic card

after upgrade ;
P4 2.8Ghz HT
1GB DDR1
nVidia A6200 256mb
160GB 32mb buff

what u guys think, i heard HT is making alot of heat, do i need a good cooler instead of stock fan?
and the gc will work fine or not?
also RM150 going to be spend on this upgrade.

also , my mobo is
P4M800P-8237 VIA
i already read the manual book and it supports HT processor and 8x AGP

and currently using ati9250 as graphic card

ati 9250 fail so much, even mx440 is MUCH better than this card.
im looking for a card, suitable card , that wont bottlenecked because of my systems.

Problem details
First occurence of problem: 4days ago
Problem frequency: still in the prob
Problem description: no idea what happen to my streamyx. after i download some stuff with full bandwidth, suddenly the speed drops and some problem occured; when i ping to my own router it have some timed out and high latency, and i couldn't browse router's page with normal speed (it just like browsing international website , very slow). after that , i click on my LAN icon , then click repair , the speed back to normal , then it start to slow back after few seconds. then i tried to troubleshoot it myself by re-enabling my network cards , restarts include format my window. i thought it was spyware or any malware works , but no, after i reformat , it still bothering me. when i try to ping my dad's laptop , <1ms latency. then i try to ping the router , i get spiky latency, 2-500ms. then i try to ping some local sites , i get around 50ms. its only my computer having this prob. my dad and others didnt suffer of this. and im using cable.

ah please anybody , i got something need to be done before 10am.
very important. i cant do anything with this slow internet

[addedon]June 10, 2009, 3:18 am[/addedon]i just solved the mystery. the mystery is im being throttled by my lan mates who dont like im downloading every night with full broadband. the problem solved by changing mac address. pwnt my m8. he gonna get annoyed very much if he know this
