Sony Vaio Desktop Cant BooT up

hi guys, i have this old sony all in one desktop that suddenly didn't boot up, when i turn it on, i could hear a 'DUP' sound in the pc then nothing happened and screen still black.
The power supply LED has light to it which safe to assume there's power for the PC.

any idea what causes this? and where if i could send it for repairs???
