First Time Desktop PC Build after 486

To all bros and sis,

This is a heartfelt request for advise for buying a build desktop pc, for i have really no idea on what to buy, too many choices, i will try to list down on the requirements that im looking on the build:

1. Budget not over RM4k (not counting accessories), possible?

2. Smooth video editing capability with fast render and media export

3. nvidia card to play full hd games on max settings over 60fps without anti-aliasing (tomb raider 3d 60fps without treefx / crisis 3 / Battlefield 4 / metro), whats the best overall card to get?

4. was told i5 enough as as good i7 and better heat control, what is i7 for?

5. best heat solution for the desktop

6. does casing matters???

7. windows 7 or 8?
