Ex-US envoy accuses Najib of undermining King

By Debra Chong

KUALA LUMPUR, July 8 — Former US ambassador to Malaysia John Malott today accused the Najib administration of “demonising” citizens asking for free and fair elections by using all the powers at its disposal, including the armed forces.

In today’s online Wall Street Journal (WSJ) article titled “Running Scared in Malaysia”, Malott hit out at the Malaysian government, saying it “has pulled out all the stops to prevent an opposition rally this weekend”.

“Mr Najib has undermined the authority of the King, who gave Bersih and its concerns credence by meeting with its leadership and calling for a negotiated solution,” Malott (picture) said, expressing in strong words his views of the current administration.

Coming on top of an earlier WSJ opinion piece published a few days ago, the ex-envoy’s criticism in the influential international paper is expected to have an effect on the country’s relations and investments globally.

“This week, army units conducted crowd-control exercises with banners that said, ‘Disperse or we will shoot!’ The police set up roadblocks and arrested Malaysians simply for wearing yellow T-shirts, the signature colour of Bersih, a coalition of 62 non-governmental organisations, that demands changes in Malaysia's electoral system,” Malott said in his article, noting that over 250 Bersih supporters have been arrested by the police, claiming that they are “waging war against the King.”

The ex-envoy also highlighted that Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin had stepped into the fray to defuse tensions by calling on both Prime Minister Datuk Seri Najib Razak and Bersih to resolve their differences in a spirit of harmony and co-operation for the good of the nation.

Malott, who was the US ambassador to Malaysia from 1995 to 1998, remarked that such a move had never before been taken by the King.

He said that Najib had reneged on his offer to Bersih to hold its rally in a stadium despite the audience with the King and that Bersih’s leader, Datuk Ambiga Sreenevasan, is adamant to continue the rally at the iconic Stadium Merdeka after her meeting with Tuanku Mizan.

“Despite the government's intimidation, thousands of Malaysian citizens of all races and religions are expected to exercise their constitutional right to assemble and call for free and fair elections,” he said.

Malott noted that the political situation in Malaysia is changing daily and appears to have become so volatile that “nobody knows what will happen tomorrow”.

He said Bersih’s main issue is not freedom of assembly but the fairness of Malaysia’s democratic process and the electoral reform movement, which Putrajaya has declared illegal, wants to know “how anyone can be opposed to free and fair elections”.

“It’s an easy question to answer. The United Malays National Organisation [Umno], of which Mr Najib is president, is the longest continuing ruling party in the world, and it is running scared,” he said.

He said unless electoral reforms are made as Bersih has demanded, “we will never know”.

“Tomorrow's protest represents a brave step in what not just Malaysians but also the international community should hope will begin the country’s transition to full democracy,” he added, and urged Najib to “display his own courage and ensure that a peaceful rally that seeks the fundamental rights of democratic peoples everywhere does not turn into a bloody confrontation”

WhoWantHOTCHILLIsos?

Najib Launches 1Malaysia Housing Programme Phase 1

PUTRAJAYA, July 4 (Bernama) -- Prime Minister Datuk Seri Najib Tun Razak on Monday launched phase one of the 1Malaysia Housing Programme (PR1MA) which involves the construction of 42,000 houses on 20 strategic sites.

He said eight projects were expected to commence this year and in 2012 on the 20 sites which had been identified in the Klang Valley, Rawang and Seremban.

He said PR1MA was specifically for moderate-income Malaysians earning not more than RM6,000 monthly regardless whether they work with the government, the private sector or self-employed.

"The government is aware of difficulties faced by the moderate-income group who cannot afford to purchase high-priced houses but at the same time not eligible to be considered for the existing low-cost public housing programme.

"The implementation of PR1MA will be of help towards achieving the National Housing Policy's objective to provide sufficient, comfortable, quality and affordable housing," he said when launching PR1MA's first site at Presint 11 here.

The first PR1MA scheme in Presint 11 provides 560 apartment units on 7.6 acres of land.

The prime minister said that under the PR1MA scheme, each unit would be sold between RM150,000 and RM300,000 depending on location and size, and the size of each unit would be between 800 and 1,400 square feet with three bedrooms and two bathrooms.

"The applicants must be first time buyers for the PR1MA scheme and need to occupy the house and they can obtain loan up to 105 per cent from selected financial institutions with a payback period up to 30 years," he said.

Najib who is Finance Minister said that to prevent speculative activities among buyers whose intention was to sell for immediate profits, PR1MA house buyers were not allowed to sell the house within 10 years.

"The government's real goal in implementing the programme is to see the people enjoy better lives by owning their own houses and not to give room for some buyers raking in gains from speculative activities," he said.

Najib said the additional five per cent from the 105 per cent loan given would be able to help buyers bear insurance and legal costs for the preparation of their lease-purchase agreements.

He said buyers would also have the option to use part of their Employees Provident Fund (EPF) savings to cover part of the loan repayment.

EPF savings could also be used for the purpose of getting higher financing through the existing mechanisms including the ring-fencing scheme offered by several financial institutions, he said.

"As an added incentive, I would like to announce a stamp-duty exemption for housebuyers under the PR1MA scheme," he said.

Najib said the PR1MA programme was realised through Public Private Partnership whereby the government was ready to consider aid for the developers involved in terms of providing land and facilitation funds to ensure the houses could be offered at prices fixed by the government.

The prime minister also encouraged the use of Industrialised Building Systems (IBS) which gives emphasis on several aspects such as enhancing quality and building productivity, design standardisation and speed up the construction period.

Besides, he said, the developers also should apply green technology and environmentally-friendly concepts in implementing PR1MA projects.

"With this the people not only can purchase houses at affordable prices but also enjoy healthier lives with these homes incorporating green technology and environmentally-friendly concepts," he said.

Among developers involved in phase one of PR1MA are Putrajaya Holdings, SP Setia, Tradewinds, Cyberview, Sime Darby Property, MRCB Resources and 1MDB involving 825.1 acres in total.

-- BERNAMA

OK ke beli ni ?
where is the showhouse anyonw knows ?

SOS

Inflation forecast to be 3-3.5pc

JUNE 27 — Malaysia’s inflation rate rose to a 25-month high of 3.3 per cent YoY in May 2011, in line with our forecast as well as Bloomberg’s median forecast.

The rise was mainly due to supply shocks which led to the sub-index for Food & Non-Alcoholic Beverages recording an increase of +4.5 per cent. Meanwhile, transport sub-index rose to 6.0 per cent – the highest since November 2008 – on the back of cuts in subsidy.

RON 97 petrol was raised 20 sen/litre to RM2.90/litre on 5 May, while sugar price was raised by 20 sen/kg to RM2.30/kg on 10 May. RON 95 petrol was last raised by 5 sen/litre to RM1.90/litre on 3 December 2010.

In the short run, we expect inflation rate to further edge higher, especially in July, following the recent adjustments in energy tariffs. We estimate the direct impact to translate into a higher inflation in the short term, rising by 0.2ppt in July upon the issuance of the billings.

However, we believe the full-year average will still be within our range forecast of between 3 per cent and 3.5 per cent.

We believe inflationary pressures will either remain steady or ease in the later part of the year, with global commodity prices remaining steady at sustainable levels along with a slight slowdown in global economic growth. Decline in crude prices has been apparent in recent weeks, as supported by US Nymex falling 20.4 per cent from its peak of US$113.93/barrel as at endApril, to US$90.65/barrel last week, Year-to-date, the average crude price remains elevated at US$98.63/barrel.

In our recent report, we trimmed our GDP forecast for Malaysia from 5.5 per cent YoY to 5 per cent YoY, due to the increasing likelihood of a slower-than-expected global economic growth, particularly in the developed countries. Given the expected slowdown, monetary policy may remain accommodative until the year-end, with the central bank potentially focusing on a pro-growth policy rather than on fighting inflation.

This coupled with manageable inflation levels as well as the need to fund the ETP programmes would likely pave the way for the central bank to keep the benchmark OPR at 3 per cent for the rest of the year. Nonetheless, the central bank may continue to pursue its SRR normalisation exercise towards 4 per cent (currently at 3 per cent), the level that persisted before the recent global financial crisis.

HOT CHILI SOS
