Can DBKL inspect renovation after getting CCC?

Hello, I would like to ask anyone with experience if getting CCC(CF) means DBKL has approved my final renovation?

I have already obtained the CCC for 2 months but somehow a guy(claims to be from DBKL, with an ID card) holding my house plan came to my house and said he needs to inspect my house, including the interior.

I denied him entry and asked him to contact my architect. Anyone experienced this? Is he legitimate?

Name transfer with outstanding loan. possible?

I'm planning to sell my car with outstanding loan to my sister, who is a very terrible driver. Therefore ' sambung bayar' is totally out of the question as my ncd will surely get burnt if it is still under my name.

Now the problem is she insists on continuing my loan as its interest is damn low. She will not be able to get such a good loan if i am to sell her using the normal way and hope i'll agree to sambung bayar.

So guys, is there any way to transfer to her name while retaining this loan?
