when i switch on plug, cpu fan keep running

my newly bought 2ndhand dell XPS 420 suddenly got this problem, when i switch on plug, cpu fan keep running non-stop, then how to switch on my pc?? normally just run for a few second then stop, wright??

previous owner said he try OC a bit but sold this item to me because not satisfy with the OC capability...

the spec is:
C2D E6600
intel X38 mobo
4x1gb 800mhz cruisal ballistic tracer
HIS 2600XT gc
320gb seagate hdd
500gb seagate hdd

reformat n my pc cannot automaticly switch off

this happen after i reformat my dell optiplex 745:

1. oredi install intel graphic 963/965, even x3100 driver but got question mark at device manager

2. when we shut down, the pc suppost to switch off but it didnt n popup this message " u can now turn off ur computer" until we push the on/off button...............

anyone can help me with this prob?

problem after install ATI Catalyst 8.7

i just download ATI Catalyst 8.7 n then install, after restart my pc, got two small window popup (everytime i start my pc) saying that "cannot create a file when its oredy running......." n "cannot find kernel...........something like that lah. when i check the hardware property, my ati graphic x1550 got another one as a secondary. cannot even uninstall or use my system restore point to undo the installation ler. am i doing the wrong move with the installation of ati catalyst 8.7? anybody know how to fix this prob?

ballistix 6400 vs aeneon 6400 ddr2 ram

i'm using normal 4x1gb aeneon 6400 ddr2 n thinking of changing to crucial ballistix tracer 2x1gb 6400 ddr2 but i'm not going to overclock. is it worthit n got any big different if i change it?

i' ve been registered with u mobile broadband for more then a month oredi n:
1. everyday when reach home after work try to use, can last about 15 minutes only n after that, either limited service or no coverage
2. weekend try to use, also same n sometime cannot even use at all
3. what kind of f**king broadband is this man..............
4. this week they send me a bill ask me to pay rm 78 for monthly fees??????
5. if kota damansara still develope, i can understand la but damansara utama? subang jaya? still develope mehhh???

1. how to adjust proc multiplier from 6x to 14x for laptop hp dv6227tx because i cant adjust in my BIOS
prob solve............ got my 1866mhz back. thanks to Lacus
