disk partition problem

here's my prob...i tried to format an extended partition but an error message appeared..so right now i can't use almost half of my disk space..it also can't be formatted when i first installing windows..

[WTA] 40GB IDE HDD only detect as 2GB

hye all forumers..i'm sorry for repost if such topic already been discussed..

but here's my probs...i have 3.5" Fireball 3 (Maxtor) 40GB IDE HDD...but when i'm connect it to my laptop for testing purpose (using SATA/IDE to USB converters),the autorun showed that i need to format it 1st..when i click yes,it shows that this HDD only have 2GB capacity..are there any way to solve this??

i hav juz formatted my pc recently..
but after dat,everytime i wanna restart or shut down my pc,it will stop processing at log off screen..("windows is shutting down..." part)
yesterday,i shut it down juz before i went 2 da lecture,i thought dat it's done shutting down..
but after 2 hours when i'm went back,it still showing da same screen...what happend??
and when i wanna restart it,it also stops at that screen and i juz press da reset button..
if it is stil loading,why the process indicator not blinking at all?and in 2 hours time stil not finished shutting down??

pls helpp mee...

i'm using a NVidia 8800 gts OC ed...
on da manual it stated that must use min 400W..
and my psu power is 230W pure..
supposedly da system cannot detect that gc but when i tried,amazingly it worked!!
mybe da max load power ha met da requiremnt..(i guessed that all max load range is twice da pure range...huhu )

so,my question is,is it ok 2 let the system run at max load range rather than da pure power itself??
i wanna upgrade da psu but not now..mybe in 6 months time..(no fund,stil stdying..)
what can be happening 2 my pc in that time??
