Emergency Lane

So just now while i was driving something hit me to block the few cars that were using the emergency lane.
After the car directly behind got ahead of me he got stuck on the left lane and wants to cut into the lane that I am on which i did not let him. I opened the window and asked him "what is your problem? everyone can wait why can't you?", his reply was "giveway-LAH f***er!". Later, he managed to get ahead of me so he purposely drive slowly in front of me so I just went along.

After a few KM he let me pass and tailed me. I don't want this feller to follow me wherever I go so I stopped at a mamak nearby and want to talk to this feller to settle things like civilized people, he stopped far away so I got back in my car and stopped next to his windows down wanting to talk. He was on his phone( seems like everyone is when encountering problems )
So yeah I might be an asshole for blocking him, but am I wrong? At least im doing something to stop this people abusing the emergency lanes all the time and make the traffic worse for everyone trying to cut in at the last minute.

IF he makes a police report is my point because I know I cant be wronged for blocking him using the emergency lane but he might report that I was intimidating him or something.

TL,DR:
- block people using emergency lane
- car behind tak puas hati block me on normal road
- followed me around for a while
- stopped to talk he taknak
- should I make a police statement in case he decides to lodge a report?
