<WTA> foreign worker immigration procedure

Hello /k,

Background:
A company I am working for has a few foreign workers who have technical experience (construction) and their 10th year permit ended recently.
Company wants to retain them for current on-going projects, consulted few agents' help but could not renew their permit (outsourcing category).
Got 1 agent suggest for expat route (Category 2) and insists the workers on staying in Malaysia until he settles it.
While at it, the agent advised not to get the C.O.M (check out memo) stamp/chop.
We were told that C.O.M will somehow "shadow ban" their names from any employment in immigration system for 5 years after the workers exit this country.
The workers are scared to wait longer (frequent operasi) and since the agent could not give confirmation when can settle, workers decided not to risk it and go back first to their country and got the C.O.M stamp.
No wrong doings and criminal records.
Check out memo states "Sebab-sebab Keluar: TAMAT TEMPOH PERKHIDMATAN".

My question - Is it true about the "shadow ban"? I could not find any information about it on the immigration website.
Any employers, agents or immigration officers with info on this in /k can shed some lights.

Guys, based on the pics (only the Tom), can you help to identify:
- what type of style he put on (if there is one)?
- what's the generic name for the shirt? (what i have in mind is good-lookin pagoda shirt) care to recommend where to get one?
- what's the cutting type of that jeans (straight cut, etc)?
