Good Car ECU Scanner

anyone know what brand or what model most good in ECU scanner?? coz i got few pricing here... Launch X431 ppl offered me around 9-10k.. and carman scan got ppl offer me 13-15k... but i really dunno what model or what brand better.. as i know launch x430, x431 less capability in scanning the disease in car, mainly can cover P1 and P2 car, but others like conti car, they has lack "power" to search...

need advise from all sifus here... if any...

hmmm....

as now i plan to buy a laptop for my work as photographer, freelance type.
now i dilemma in between 2 model...
primary purpose, photo editing and movie making.

Dell XPS 15z i7...
Macbook Pro 15" i7...

which one shud i take???
take consideration in price, efficiency, smoothness, durability, and maintenance most important...

here is my question..
for the motherboard, i plan to take either MSI 7512 P45 Platinum or ASUS P5Q PRO..
for the graphic card, i confusing between MSI 9800GT or ASUS EN9800GT..
anyone expert can tell me the differences between these 2 model?
dun recommend me those high-end hardware, coz budget limited..
i mostly will choose either one from this 2.. for mobo and vga card..
