Technical Question on Roaming and Call Divert

Dear all
I got a bit of technical question on the above topic
My first part of the question is on Call Divert
Call Divert can be categorised broadly into 2 categories, conditional and unconditional.

Assuming I am Roaming and uses conditional roaming, ie. forward when not answered, when busy. I will be charged the roaming call out rate from the country I am at. This is so far very clear.

Second is assuming I set unconditional forwarding, the call would be diverted even before it reaches me, hence I will not be charged roaming call out rate - Is my assumption right?

I just want confirm my understanding above.
