Building New Cyber Cafes

Hi all as stated in my topic, I would like to open small Cyber Cafe probably around 15 - 20 computers majorly for internet and gaming in small town area. This project is going to be build by myself and few other friends of mine and my budget is limited to 50k and below ( the lower the better ;P ). Planning to use 3-4 streamyx connection with Load Balance.

My question is:

1) Requirement/Recommendation for the hardware and price quote if possible

2) I prefer Switches over Hub ( Is this even matters? )

3) OS Licensing
