My car paint feel a bit rough

my car paint a bit rough after i sprayed my bumper last week. i tink its the clear dust spray drop on my front hood. maybe dey dun take down the bumper n spray sumwhere else. lazy maybe. but my paint not smooth ody. white solid color. is there any way to make the color smooth? sumthing like wax or polish. i got polisher machine. the color still shining but when touch,no feeling. but behind part of the body smooth like new paint.

ps : Kuching ppl pls help to find shop with good hand job at kuching on touch up paint.
