Need some career advice (gov. vs research)

I graduated in engineering end of 2007.. after graduation, I worked as engineer for 1.5 yrs, then I joined civil service as PTD.
I've been working in civil service for almost 1.5 yrs now.. sometimes, i feel unsatisfied with my current job & considering going back to engineering..
last month, i applied for grad. studentship in korea & I've been offered to join the dept./lab as master student
I'm not so sure if tuition fees will be wave, but they will pay considerable amount of living allowances (~RM 2.3k after tax) ..
At first, I was quite excited, but then i did some research online & I learned that the u & the courses are not accredicted by LAN / JPA
But the research they are doing are pretty interesting & have great potential for various applications
I don't know whether I should accept the offer & leave my current post in civil service .. would it be wise to further study at u that is not accredicted /recognized in Malaysia?
Should I ask them first detail conditions of the sponsorship ( if they support tuition fees, bond, etc)?

I'm really confuse & need some advice on this...
