Pls give advise on CPU Spec

Planning on Buying a new CPU. Did some research and my own planning is like below and hope you guys give me some opinion the spec.
Budget RM1200.

Gigabyte EP41-UD3L
Intel C2D E7400
Kingston PC800 2GB x 1
500GB 7200RPM 16MB Sata Seagate
Cooler Master Elite Series Casing
400W PSU x 1

I still have my PCI-E GC from my old comp ( Raedeon X-800 GT ).
DVD- RW also should still functional.
Any others things i should take into consider as i miss out?

Genuine Software of Laptop

Hi, do anyone know that if i'm going to New Zealand for my study, is there any rules that the laptop i'm bring over have to be in genuine??
Most of our fren are now annoying by this question.

window vista problem?

I'm having problem on my window vista. I'm using ASUS F5SL with window vista premium and 4G ddr2 800mhz ram. Below are the problem i'm having:

1. When i open my computer and control panel, it'll do something like scan disk or folder which showing the progression on green light on the location address. It really slow whenever each time i wan to open my computer or C/D drive.
2. When i use for shortcut key such as adjusting volume using Fn+F11/F12, it'll only appear after few second. Sometimes it even hang at there change nothing and i cant even open the volume mixer with double click.
3. When i log in into window, it take me more time. It take almost 2 or 3 sometimes even 5 minutes to log on window from power on untill it show the window vista problem.

Is there any solution bout these problem?
It's my problem or window problem?

But both of us donno the price of market.
She bought this laptop at singapore uni with a student price.
so how much you guys think the laptop worth for now?
