Upgrade or New? (Desktop)

Hello all Sifus & Experts,

Really need help on choosing spec to upgrade on my desktop pc or just buy a new one, had been searching few parts but not sure suitable to my desktop or not. here are my current desktop specs:

Current :
• Intel i5 3550
• Asus P8Z77-VLX
• Kingston 8GB DDR3 668.5Mhz
• Nvidia GTS450
• M5 Silent EZ 700W

My worries & confuse :
• Did it worth to upgrade until full 32GB RAM?
• I am doing video editing, will it faster if use Kingston A400 SSD 480GB? compare with mechanical hdd.
• If I choose GTX1050 4GB graphic card, my 700W psu enough to support? or did my motherboard support? coz I cant find answer from Asus website.
• I need upgrade to win10 too because some apps not available in win7 anymore, will my motherboard support win10 smoothly?

Usage :
• Will open multiple apps at once during busy, such as Photoshop, Illustrator, After Effects, Bridge, Browsers, Words.
• Need to learn UI/UX design and CAD drafting for my new job.

Budget & Plan:
• Not much budget on it, but must can fully utilized instead of wasting in over power. around 2-3k budget
• Hope it still can endure around 5 years with me.
