PC having problem powering up

Symptom 1: appeared daily since last week
Press the power button for the 1st time
- the pc start to turn on
- can hear the hdd and casing fan working sound
- monitor still blank/black
- then the pc switch off automatically

press the power button again (2nd time)
- the pc turn on like normal
- can see the window start up screen
- pc working like normal

Sympton 2: appeared yesterday
- my window screen start flickering
- the flicker is more obvious with black background, with white seem like normal no flicker
- restart pc a few times, no improvement
- symptom 1 is still there

My pc is 2-3 years old.

Can the sifu sifu here kindly help me identify my problem?

I notice i cant access microsoft and avast! website but other website i have no problem online.

I wonder why people hate it when other driver are using hazard light during heavy downpour. Care to explain the cons?
