Need advice from all sifus here.

I wanted to buy a house at price rm260k. I have given booking fee 1k then only i realise the 50% off stamp duty is only for property up to 250k.
I am buying the house from developer and its target completion date is november 2010.
Can I ask the developer to arrange rm10k under table? Which means the amount stated in SPA will be rm250k.
Is this safe by doing so? Any risk?
If developer agrees, my loan amount will be based on price rm250k?
As the target completion date is November 2010, it is consider under construction or completed property?

This is not my first house, but I have not apply for the 50% stamp duty exemption before, so am I still eligible for it?

I think i kena con. Is not a LYN deal, but the seller do have thread at LYN.
Make payment to her account but i when i asked for tracking number, she keep giving excuses.
And now, she din reply my sms and answering my call.
What can I do? Report to police? Can sms be considered as evidence?
The amount is rm190, not a big amount. Does police accept this kinda case?
I only got her name, account no and ic no.
