windows delayed write failed

when i connect my ext hdd (WD) into my computer i get this error "windows delayed write failed"

I had try to plug my ext hdd into the other pc and laptop,my ext hdd is working fine.
But when plug into my computer, the error is come out again.

then i am suspect may be is my pc usb port is faulty,then i used my usb 2.0 pendrive and my friend ext hdd (same model and casing) plug into my computer again and it is working fine.

haha ! very funny..... seem like x-files

so i don't think is my pc hardware and ext hdd having probelm.
so weld !!!

who can tell me what is the real problem..........

USB 2.0 transfer rate slow

i able to copy the 100MB file from my external hdd to pc and the speed is fine,but when i try to copy the file from pc to the external hdd is very slow and take longer time.

My question :
1) it is my pc usb 2.0 port having a problem ?
2) or my external hdd case having a problem ?

any auto shutdown program ?

i have few rmvb files having some problem ~
maybe is incompleted download or other problem.

i knew have some player can play the incomplete rmvb files
but is doesn't work as well

most of the rmvb fixer is not a freeware !
does anyone can introduce the fixer software to me ?

it is the best choice ? my budget is below RM250

i scared the bass is too strong and will cover up the singer voice and sound ~
