External hard-drive (Freecom 400GB) failure

Hi guys,

I've already search the forum but could not find any specific answer.

So here is my problem. Yesterday my external hard drive (Freecom 400GB/picture below) cannot be detected by my computer (windows xp). The power is on and the USB cabel works just fine.

However today, the HD can be switch on, but after a few seconds, it will automatically shut down. After trying turn it on for a few times, it remains switch on but still cannot be detected by my computer.

Anybody here knows what is wrong with it?
Where can i send it for repair?
If 'un-repair-able', how can i retrieve the data?

I'm not a computer expert so i prefer to send it to someone that who can repair/ retrieve the data for me. If anyone here knows how to do it, please let me know.
