How do i limit the broadband bandwidth?

Currently im using streamyx through TP-LINK (adsl modem 4 port wireless). In my house there is two PC and one laptop (via wireless).

Let's say if my download speed is 120kb/s

What shud i do if i wish to set the

1st pc that can download 100kb/s

2nd pc only 10kb/s

laptop only 10kb/s

I wish to have a proper guide and step by step. Thank you

I have been calling this lawyer again and again for the new title for MOT of individual proprty. She said that it depend on the land office and roughly 2 to 3 months. She pass all her responsiblility to the land office. If im not mistaken normally it takes a month. Is the lawyer hving difficulty? IS the firm priortize the big client?

I'm planning to buy a motherboard soon...Generally, my system usually is used to play games and editing videos. SO, should i go a mobo which support PCIE 2.0 or not??? I do know the that the PCIE 2.0 bandwith is much higher than PCIE 1.0. May i know is there any much different of performance in term of 3d mark, games' FPS and video editing speed between PCIE 2.0 and PCIE 1.0 as using the same GC???

I am facing this irritating BSOD infinite loop that makes by ati2dvag. I have tried a lot of solution that from other forums like update BIOS and update graphic card driver and even change the VIA CPU to AGP into PCI to PCI bridge.
Besides, what i heard was VIA chipset + ATI Radeon + XP = crashing

LAN card half spoil?

I bought a new motherboard few days ago. What im facing, is the LAN card is like half spoil half not spoil. I was using a D-Link DSL 504T (default setting). I try to connect to internet for 4-6 hours, suddenly it appear lan cable is unplugged at the right bottom of my LCD screen and the ADSL router's erthernet LED was blinking once 2 second. I try to check my cable and it is plug correctly. Then i try using another pc of mine to connect to internet, it goes well and nothing goes wrong. Which mean is not my adsl router problem. Later on, i bring my pc to the shop, the technical tested my LAN card, it can surf internet. I bring my pc go home and test again, the LAN card was ok. Few hours again, same thing occur. Pleas HELP HELP HELP. here is my spec:
