Getting a PR after JPA?

Is it possible to apply for PR after completing a degree in a foreign uni and stay on in that country?
For instance, if I'm accepted into Uni of Melbourne for Bachelor of Science...a 3-yr degree programme. Can I apply for a PR in AUstralia when I graduate? I plan to do so because it would be cheaper for me when I apply for Postgrad. I don't mind serving the gov't if they really need me after I completed everything. I mean, I'm still considered a Msian despite the PR, right?
And is there a high chance of escaping the bond if I apply for Bachelor of Science? Or higher if I apply for Bachelor in Medical Science? I know I sound like an ungrateful scholar, but honestly I'm just voicing out something that most scholars consider about.

Medicine in IMU (PMS option)

I'm currently doing Cambridge A-Levels in Taylor's University College and plan to pursue Medicine in IMU after this. I have a few questions for current IMU students out there:

1. Minimum Requirement
What is the minimum requirement for A-Levels? IMU's website stated that its BBC. However, I heard its higher
than that. Can anyone confirm this?

2. Standard
Are IMU students (PMS option) competent enough when they transfer to the Partner Medical Schools overseas for
clinicals?

3. Quota for entry into PMS
What are our chances to get into the Partner Medical School that we opt for?

I'm in a dilema now. Completed Pre-U and aiming to pursue medicine. However, should i opt for Bachelor of Science in Biology or Medical Degree?

1. Bachelor of Science in Biology:
Advantages- Shorter course (3/4 yrs), easier to cope with, can pursue any health-related graduate courses
upon completion (medicine, pharmacy, dentistry, etc.)
Disadvantage- Superior grades are required to qualify into a med sch

2. Degree in Medicine:
Advantage- Better chances to qualify into med schs
Disadvantage-longer duration

Or another option is Pre-Medical studies. Can anyone offer any advices? Please support your recommendations with strong reasons. thanks
