What is the blue polis letter box really does?

My friend's new house has got this new Polis Letter Box on his gate (well, his new house was incredibly big, there was a private Guard house too!). But by my reckoning, there is not relative from his family is a member of police force, Dato' or any kind. However, I constantly see police car patrolling and the police frequently put some post inside.

So what does this box really do? Does it mean you're so filthy rich you can actually hire police force to patrol your house?

I didn't bother to ask my friend because I'm not talking to him at the moment (some stupid argument over matters of integrity, oh how stupid)
