Would SPR use the same Excuse Again?

For the GE 12, at the last moment SPR abandoned the usage of this ink with the pretext of people already bought similar ink to create mischieves during the voting operation. This was strongly supported by the then IGP saying that he had proofs of persons who purchased the item/s. Much later, it was explained that the process could not done due to some technicalities in the Law, which prohibited the usage.
Now that GE 13 is around the corner, was the technicalities in Law mentioned ammended/rectified to legalise the usage of this Important Ink? Anyone heard? Sorry for being in the backwaters.

BSOD Msg"Session5_Initialization_Failed" in XP Pro

When trying to repair existing OS, Win XP Pro SP2, progress came to a standstill after the initial copying files, after the repair"R" option etc. and rebooting. With the Blue Screen came this message "bla...bla...New Hardware installed.......drivers....bla..bla" Message : Session5_Initialization_Failed"
Stop: 0x00000071(0x00000000,0x00000000,ox000000000,0x00000000)

The HD is Seagate Barracuda 40 GB in 3 partictons. Part. C: Is in question and in NTFS.
Booting win Win 98 SE bootdisk did not recognise "C" drive. After Googling, some successful steps were to delete GC drivers. This is not possible in my case 'cos "C" cannot be accessed. Formatting is out since tried it before this with another HD, WD with 200 GB capacity when faced with the same situation. Now still giving the same message. Google searches mentioned about SP2 giving this problem, trying to isolate problems.
Would appreciate suggestions to solve this.
