MCMC to ensure Malaysian consumers to enjoy better services

KUALA LUMPUR, 28 June 2002 - Malaysian consumers have two reasons to look forward to the end of 2002. On the direction of Datuk Amar Leo Moggie, Minister of Energy, Communications and Multimedia, the Malaysian Communications and Multimedia Commission (MCMC) will introduce domestic roaming in Malaysia by December 2002. The MCMC will also on the further direction of the Minister, introduce mandatory standards for quality for industry compliance in January 2003.

Domestic roaming will be implemented initially in three areas, one being a popular tourist location, another along a major highway and the third, at a new growth area cum industrial park. Domestic roaming will be extended to other parts of the country by 1 December 2002.

"We are very pleased, by the industry's response," said Tan Sri Nuraizah Abdul Hamid, Chairman of the MCMC. "Acceptance of the need for infrastructure sharing, which is what facilitates domestic roaming, would have been unthinkable a few years ago. The fact that industry players are prepared to open their networks to each other will enable more efficient use of resources."

The implementation of the pilot project will assess various aspects of the domestic roaming service. It will focus on network capacity requirements, quality of service, charging and billing and provision of value added services. It will also be a base for developing customer education and communication programmes.

Two working committees on Technical and Commercial aspects of Domestic Roaming have been formed to facilitate the pilot service and implement the rollout in December 2002.

In another initiative, the MCMC has also put in place mandatory standards on quality of service for communications and multimedia services. The issue of mandatory standards arose from the Commission's undertaking to the Minister to ensure that the quality of service for PSTN service, public cellular services, content application services and internet access services are of a high standard.

In 2001, the MCMC undertook two Consumer Satisfaction surveys to measure consumer satisfaction with the services provided by the communications and multimedia industry. Based on the results and working in consultation with the public and members of the industry, a framework for mandatory standards was created. These set mandatory standards for compliance in the areas of general customer complaints, endpoint service availability, network connectivity, billing performance and operator speed of answer. The new standards also incorporate penalties for breach of standards.

"One of the responsibilities of this Commission is consumer protection. As a matter of course we monitor and set standards for the industry based on various criteria. It is one thing to talk about growth of the industry, but growth without quality is meaningless," said Tan Sri Nuraizah. "Incentives for development are a matter of balancing sticks and carrots, we have the carrots, now we think it would also be good to have a stick."

The new mandatory standards will come into effect on 1 Jan 2003. Section 242 of the Communications and Multimedia Act 1998 makes breach of the mandatory standards an offence, for which the offender shall be liable to a fine not exceeding one hundred thousand ringgit or to imprisonment for a term not exceeding two years or both.

The MCMC has made four separate determinations for PSTN, public cellular, Internet access services and content application services. More standards of quality for other services will be introduced as they are developed.
