Q: tmnet's SDSL quality

My company's 1MB line suffered from intermittent ADSL problems when tmnet "suka-suka" go and bring down their international link, and since i found many users with different IP get diff performance, SDSL w/ fixed IP came into my mind, will it be as stable if i got a good IP fixed and farewell to slow connections? or is it equally lousy because it's still a "screamyx"?

Wonder if anyone kindly enlighen me on this matter, thanks in advance.
