What can causes high latency ?

recently , im facing this stupid high ping problem , try to ping local website , and get average 700ms ping , and international website around 1.4k ms .. can't even login to game server.. damn pissed.

looks like it only happend around 8pm ~ 12am , after 12 , it will dc , and reconnect automatically .. that time only i can get a normal ping like around 12ms for local website, and 500 for international website.

anyone facing this problem ? as i know , some of my fren who lives in my area also affected . and how can i complaint about this high latency issue ? i dun think CS staff will understand what im talking bout here, as long as my line can get connected, i dun think they will give a damn regarding this high latency problem

Delay when opening microsoft word 03

when i open a ms word 03 document without plugin the network cable .. everything is fine..
but if i plugin the network cable. it would take up around 4 , 5 secs to load one word document.
i have already uninstall the anti virus tool.. and the same problem still occur.

anyone can help me with this ? i will paste hijackthis log here , if u guys need it.

can't uninstall and install MS office 2003

everytime i try to uninstall my ms office 2003 , message like this will pop up

" this could only be happend if your computer is in safe mode or the installer is not properly install. "

and when i try to install a new ms office , the same message pop up too , and same thing goes to norton anti virus , the rest of the software is ok.

is there any other methods to solve this problem besides formatting and repairing this window ?

guys ,take a look at the screeny pls , the internet option buttons were grey out , i couldn't set the homepage to blan. i tried to scan it with anti vius and spywares tools , but the result show 0 file infected . i also restore the default setting for internet explorer, but it still the same

anyone ? help me to solve this problem pls
