Noisy CPU Fan

I'm using a default CPU fan for my Intel 775 socket.
I find that the fan is too noisy and wonder how to set the fan so that it only spin faster when the processor becomes hot.
I've cleaned the dust deposited on the heat sink but still, the problem exist.

secondly, i was unable to enter the bios setup when i press 'del' key during start up. (i'm nt sure whether it's the correc way as the com run too fast for me to observe the start up page.)

I'm using a 80GB HDD, currently the OS has already been install. May I know what is/are the sofaware to do the partitioning.

Network card problem! Please Help!

I'm having a problem with my old pc with Realtek 8139 network card.
The connection speed was very slow (packet by packet) when i connect to te network.
However, when i tried to plugged another new pc, which comes with realtek 8139/810x network card, the transmission speed improved significantly.

Hence, suspecting that the newer version of driver might help, i copied the driver of the RTL8139/810x to the older PC but it does not compatible with the older network card.

What can i do to solve the problem or should i change to a new network card in order for me to connect to the network?
