How custom Malaysia calculating CIF?

All, if any of you have experience importing goods from other country, do you know how custom Malaysia calculate CIF (cost, insurance, Freight)? Why do I care about the CIF value so much? Because this is the value that custom will charge 6% GST on me, so, I would love to know how this things works.

Recently, I purchase made a purchase from amazon USA. The order inlcude 4 items (1 wireless mouse, 1 tablet, 1 tablet cover, and 1 SC card). After 2 days, I get an email from Aramex saying that I need to apply for SIRIM for the tablet I import to Malaysia even it is for personal use. So, I am working on the application that requires me to refer to custom declaration form, I found that the declaration form might not be properly filled up. So, I made a call to Aramex and asked how come they put down such a high freight charges (~RM480.00) but Amazon charge me at only (~USD25). The person on the line told me that all import items will be charge 1% of insurance on the total value for CIF calculation even though seller didn't collect it from buyer. For the ridiculous high freight charges used in CIF, it is coming from a standard rate that Custom Malaysia asked them to follow. When ask further if I can access to this rate anywhere online, he told me that this rate is not publish to public.

So, I decided to call custom Malaysia to ask about this "standard rate" to ensure that this is something valid and defined by custom Malaysia. I called 1300-888-500 3 times and the answer i get from the helpdesk is..... yes, custom Malaysia does have this rate defined but I need to refer to the port for the actual rate. So, I asked again why it is defined by Custom Malaysia but they cant give me the rate? Is it different for every port? The answer is: I will give you the KLIA port (where my items stuck in) phone number so that you can ask them directly.

Of course, I will call the KLIA port to get the answer since custom can't give me the answer on the standard rate that defined by themselves. When I called KLIA port, they ask me is this related to POS/ parcel import from other country. I said yes, and they ask me to call the POS/parcel department.

When called the number they gave, the person that answering the call ask me to call back to the port as they are poslaju/ Pos Malaysia and my parcel is with Aramex. Hence, they give me another 2 numbers to call to. However, no one is picking up the phone when i called these 2 numbers.

I am really frustrated as I just want to know what is the so-called standard freight rate that defined by custom Malaysia and no one can give me? So, I hope I can get some answer from lowyat forumers. I really appreciate you help if anyone can give me the answer or share if you have the same experiece like me.
