SCAMmed by a Property Broker

HI Experts,

I have a friend that was scammed by a property broker where he paid RM1000 to a broker for confirmation to rent an apartment unit.

The broker says the current tenant staying in that unit will be moving out in the next 1 week and he was urgently looking for a place, so it sounds good that my friend can move in immediately and thats the reason why my friend paid the RM1000.

When the time comes to sign the tenancy agreement, My friend notice the start date was the 1st of the next month and not after 1 week as initially promised by the broker. The agreement looked a bit fishy and my friend does not trust this broker anymore. My friend demanded a refund but this broker refuse to do that.

What can my friend do about this? he have the original receipt for booking but did not sign any tenancy agreement. Which organization that can help or where we can make a formal complaint about this broker?

My friend went back to the apartment and ask current tenant staying there, they confirmed that they can only move out end of the month and not earlier than that. So this broker is trying to get my friend sign and pay all the advance payment to tricked him into waiting for another 1-2 weeks for the current tenant to move out. This is a scam and should be reported.

Any advise from experts here are most welcomed.

my lcd seems to be infected with fungus? is that even possible? initially it was a small long patch, but now it gets worst.
