Serious latency issue but only in game.

I'm having no problems in surfing the net/ downloading/ etc, I even run on 150-250 kbp/s on Blizzard Downloader. But when it comes to playing the game, latency is never good.
It's constant red (600-2000ms), it is (500-800ms) in the early morning. So i only do raids in LAN cafes, and I can't do nothing at home.

Through Speedtest, I have full speed. Something must be blocking my connection in WoW.
Can anybody help me out?

Modem: Riger ADSL Modem 2/2+ DB102
ISP: Streamyx ( 2Mb subscription )

Connection speed slow but written fast in Speedtes

Hey guys, my connection speed is superb slow for a 2Mb subscription. But it shows that i have the correct speed in Speedtest, http://www.speedtest.net/result/490503941.png
Streamyx doesn't know much about it, been calling frequently and still no reaction to the speed. My average download speed is only 10-20 Kbps, and I always get this "IP HELPER" error, does that has to do with anything with my current connection?

-windows vista home premium
-using the original streamyx modem, ADSL modem 2/2+ DB102, but I have the Belkin N1 wireless router, but still the same case, SLOW.
-IP HELPER pops out, connection will get disconnected, have to restart pc.
-no current anti-virus software installed
-example of lagness, while gaming WoW, my ping is constant red, usually few thousand ping.
