JPJ Runner Problem

Hi. Hopefully I'm not asking any stupid questions here. If I do, I apologize. Anyways, I guess most of you may have encountered the JPJ, or maybe sought JPJ runners' services and stuff like that. Well, My problem here is that, I've just changed my car's engine, and well, need to get it endorsed at JPJ. So, I found a JPJ runner, which told me that he can settle everything, no problems at all, in a week's time. Anyway, it's been over a month now, and he still hasn't settled my car as promised. On top of that, he has been raising the charges from time to time. For example... RM550. I will settle everything... not done... after 2 weeks, when I call, he said, oh.. the JPJ needs this, that, blah blah blah. At the end, Ask him, How much everything will cost. He said RM 1xxx. I ask him. You sure? He replied... yeah!! everything will be done nice nice for you. Okay. So I paid it to the workshop (middle person) and now, a month after, after giving me all sorts of excuses, he said... JPJ wants extra RM....

From here, I do not want to pay the extra RM, as he has not done anything at all for me. Nothing's been done. Even till now. So, what I want to ask is that, DO I HAVE the right to take back the money? (money still held by the workshop) If the first question is yes, and they (workshop + runner) don't want to give back the money, can I take legal action against them? By the way, I have proof of all the money that I banked in to them. And oh... the charges are actually already way higher than those charged by other JPJ runners, even before the runner asks for extra RM.
