Skim Rebat Cukai Taksiran MBPJ

As per title, I am referring to the Skim Rebat Cukai Taksiran, by MBPJ (https://www.mbpj.gov.my/ms/mbpj/pusat-media/pengumuman/skim-rebat-cukai-taksiran-2024). It has been going on for many years now. It's a good scheme to incentivise people to take green initiatives and in return, provide a small rebate to your cukai taksiran. But I can't help but point out huge flaws in this scheme, especially in the qualification criterias.

I applied in 2018 and I believe at that time, it was only max 50% rebate. Now it is 100% or RM500, whichever is lower. I tried to apply in 2019 again but I got a reply saying "Yes, you must re-submit for this year but cannot apply with the same aspect like last year." The form states that I need show 50% improvement from previous year.

This makes zero sense. Example:

1. Criteria "E2: Green soft landscaping in front of house or planting perimeter of at least 2m."
So in 1 year, I have to magically increase my garden size by 50%? Or do they expect me to move to a bigger house every year with 50% more garden space?

2. Criteria "D1: Possession and use of hybrid/electrical cars, electrical motorcycles, NGV cars for work/leisure purpose."
So every year I need to increase the number of my HEV/EV cars by 50%??

3. Criteria "A3: Installation of a at least 70% LED lights in household/lights/bulb for increased energy saving."
I already have 100% LED lighting in my house in 2018. So in 2019, I need to add more lighting in my house??

Just like many other things in Malaysia, the intention of the scheme is good but the execution is so poor. As a result, I cannot get the rebate for 2019. I've not applied since then but now if I re-apply for 2024, do I need to fulfill this ridiculous 50% improvement criteria again?

Solar power generation rate - in kWh

I'm thinking of installing solar panels on my roof. But my roof is quite small and I already have a solar water heater installed. The max kWp system I can install is 3kWp (after talking to a few solar installers).

How many kWh can I reasonably expect per day/month? How do I calculate? I've seen numbers with a large range (e.g. from 1.25 kWh/kWp/day to 3.5 kWh/kWp/day). Can someone here share some actual numbers from their own system?
Am I wrong or is PUSPAKOM a joke?

I just sent my car to PUSPAKOM for inspection as I am selling it soon. It is a 9-year-old car and I completely forgot about any tinting I put on it. The tint is not strong at all and looks quite clear. There was a bit of queue at PUSPAKOM but the inspection itself took less than 5 minutes when it was finally my turn. I waited for another 10 minutes to collect my car registration card and received the report via email. In the report, there is this line:

"
4) Keadaan Cermin : a. Ketelusan Cahaya
HDPN- 61% HDPN S.KANAN- 49% HDPN S.KIRI- 50%
"

And the result? LULUS.

Is this a joke or did they relax the regulation recently? I thought windshield should be least 70% and front windows should be at least 50%.
