3G & WIFI question

I know that using 3G on handphones are chargeble. but how about using WIFI on phones, is it chargeble by network?
Or all we have to do is find a hotspot & surf the net for free with a WIFI phone?

& how to configure a WIFI phone to make it usable?

Im using XP & Firefox. I have trouble surfing Chinese websites. all i see is "???????? ?????????????"
What can i do? Any software i can get online so my pc can read Chinese characters?
