Hi Network Gurus, hope someone can show me some light here....

Simplified Network setup:
Location A (LA) has Servers, PCs+Printers+Point of Sales (3P)
Location B (LB) has Servers and 3P
Locaton C (LC) has 3P

LA, LB and LC has fibre link to Fibre Exchange (FE)
So if LA to transfer data to LB, it will go from LA to FE to LB.
For all locations to access internet, all go through FE.

Problem:
From time to time, a single PC or Server will be disconnected to FE. When this happens, local access is OK, but anything going thru FE is not possible.
Eg. PC in LA failed, that fault PC (FPC) can ping locally to all LA devices but not to LB nor LC nor the internet. Nor can LB and LC see FPC.
This issue happens to any PC/Servers anytime. But so far only notice one at a time. When this happens, it takes from 30min to 24hrs for FPC to auto reconnect.

Test carried out:
1)	Connect to other network ports for FPC did not solve problem
2)	Connected "faulty port" to good PC and it works
3)	Changing a totally new switch (to fibre link) but problem not solved
4)	Called up fibre link provider and they say problem not on their side
5)	Took FPC to different location and it works

This sounds more like FE problem but we are not able to get provider to admit that and when they sent technician over, the problem has resolved itself.
If FE block MAC address of FPC, why FPC works if moved to different location and not work when put back?

Anyone can tell me if any unique key is collected at FE from individual PC to cause this problem? Any suggestions or crazy ideas are greatly appreciated. Thanks.
