GPU upgrade for old pcie2.0 system

Dear Lowyat forum,
I have an old Dell PC that still runs very well but the GPU (ATI fireMV2260) can't handle 4K resolution so it's time for an upgrade? What card should I get?

The Mobo is pcie2.0 x16 , Xeon CPU and 12GB DDR3 RAM.
I want something not too expensive because I am also buying a new 4K monitor at the same time. Also don't want to spend too much in case I need to buy a whole new system later.

Potential candidates:
Zotac 1060 6GB (used miner)
GTX 1650 Super (new)
???

Main goal is to get Display port 1.4 and UHD 3840x2160 resolution @60Hz. Used for Office Productivity， YouTube and Zoom。Light gaming is optional。

My P/S is 750W so it can handle any GPU, but I prefer lower power to avoid over heating issues。

Thanks！
