Looking to rent Mont Kiara or Bangsar

I have budget of around 8k for monthly rental.
Husband is UK expat who works in pharmaceutical company.
I prefer a landed house with private garden for my kid to run around, or condo with good facilities is fine too.
Would it be better to rent a landed in Bangsar or luxurious condo in Mont Kiara?

There's a property inheritance passed down from the mother as she passed away few months ago.
Question:
1. Change of ownership from mother to the child, would the current market price be stated in the new ownership document?

2. Can the ownership transfer process be skipped, and straightaway sell the property?
