Apt balcony interflook leak

Hi all, I live in an old apartment in KL (over 20 yrs old). There is a planter box right outside of my balcony. The planter box has been collecting water (stagnant) as it's been raining lately. And this water is now leaking to the downstairs unit ceiling. Management Office has inspected my apt & asked me to fix the planter box. My questions as follow:

i) In my case, should I be the one to bear the cost of this repair? Or is the planter box considered a common area & therefore Management office has to fix it? I'm assuming that I've to fix it since the planter box is right outside of my balcony.... but just want to get your opinion

ii) In my situation, I've spoken to 2 contractors. They both recommended the same job, which is to make the planter box floor more sloping so that the rain water can flow much easier into the pipe/drain. However, one of the contractors said that I should waterproof the planter box area. Obviously, the contractor who recommended the additional waterproofing job is charging much higher that the one who didn't. Personally, I feel that the waterproofing is an overkill. What do you all think?

iii) Can the Management office insist that I use their choice of Contractor? If I'm the one paying for the job, that means I have the right to select my Contractor right?
