            <title>Transparency in Budget 2022 planning, good sign</title>

And over the past week or so, I am pleased to see how the landscape of Malaysian politics is shaping out to be.&lt;br /&gt;&lt;br /&gt;No longer are we inundated with talk of politicians hopping from one side to the other. A new government is in place and its ministers are getting down to brass tacks in formulating ways to lift the country out of the pandemic and its resultant economic crises.&lt;br /&gt;&lt;br /&gt;This does not mean that we stop criticising ministers or politicians. After all, Malaysians excel at this thanks to the quality of politicians that walk the corridors of power.&lt;br /&gt;&lt;br /&gt;However, credit must be given where it is due. Most recently, netizens have been singing praises for Khairy Jamaluddin, the newly minted health minister. Undoubtedly, he did inherit a mess from his predecessor who went on to assume his former portfolio, but KJ, as he is fondly known, was quick to fix the damage and forge a more positive path ahead in terms of our healthcare.&lt;br /&gt;&lt;br /&gt;As a small business owner, I cannot escape from constantly thinking about my own enterprise which has suffered tremendously due to government lockdowns for the better part of the year. For many out there like me, life has been a struggle since MCO 1.0. Thankfully, there are signs the new administration is finally listening to the voices of the people and is seeking to boost small-time business owners like myself to pre-pandemic economic levels – and I mean that literally.&lt;br /&gt;&lt;br /&gt;I was pleasantly surprised to hear finance minister Tengku Zafrul Aziz’s invitation to the public to provide suggestions for Budget 2022 covering four aspects – improvement of government procurement, enhancing cash assistance programmes, a review of tax incentives and the much-awaited drafting of the Fiscal Responsibility Act (FRA).&lt;br /&gt;&lt;br /&gt;I welcome MoF’s recent calls for development financial institutions (DFIs) to support the rakyat, especially business owners, financially. This can take the form of loans, credit facilities and financial aid to support employee wages which will enable businesses to get back on track after suffering from a pandemic-induced slump.&lt;br /&gt;&lt;br /&gt;I see this as a positive sign that the minister, and by extension, the government, is now truly placing the rakyat above politics by actively including public participation in the decision-making process.&lt;br /&gt;&lt;br /&gt;This shift was also marked by the announcement of the Pre-Budget Statement (PBS) for Budget 2022, which provided a preliminary overview of the direction, approach and expected benefits of the budget. The PBS also allows the rakyat to keep track of important metrics such as economic outlook, tax revenue performance status, and public expenditure status as a more direct method of keeping the government in check.&lt;br /&gt;&lt;br /&gt;To be honest, I didn’t think politicians in this country, especially in the sitting government, had it in them to put themselves up to such a level of public scrutiny. I believe that the collective experience of all Malaysians with the government over the past 20 months has been a negative one. But initiatives such as these will go a long way to repair public distrust over the executive branch and inspire confidence in the administration.&lt;br /&gt;&lt;br /&gt;I, for one, have my suggestions ready to go. They include continued assistance for struggling SMEs, long-term reskilling efforts to help SMEs digitalise, tax incentives for SMEs as well as special privileges for local businesses in government procurement.&lt;br /&gt;&lt;br /&gt;Of course, my recommendations are skewed in favour of my line of work. But herein lies the beauty in such a strategy; if every business owner from every sector of the economy produces their own wish-list, it will only help the government understand our needs better. This will result in more cohesive, responsive and efficient policies which then benefit us in the long run.&lt;br /&gt;&lt;br /&gt;To be fair, it did not take rocket science for us to finally reach this level. All we needed was the political courage and capital.             <title>MY: Bodek culture that afflicting the civil servic</title>

            <description>&lt;img src='https://s3media.freemalaysiatoday.com/wp-content/uploads/2021/09/Civil-Servant-Oath-Penjawat-Awam-Bernama-100921.jpg' border='0' alt='user posted image' /&gt;&lt;br /&gt;&lt;br /&gt;From Murray Hunter&lt;br /&gt;&lt;br /&gt;Malaysia’s brain drain is twice as high as the world average, costing the country a loss of academics, medical practitioners, engineers and research scientists who are tired of the corrupt political system, lack of a fair and rules-based organisational environment and the absence of meritocracy.&lt;br /&gt;&lt;br /&gt;While racism plays a role in a culture dominated by ethnic Malays, at the heart of the problem is the practice of excessive servility to gain favour from superiors, known by its Malay word “bodek”.&lt;br /&gt;&lt;br /&gt;This was identified by former prime minister Abdullah Ahmad Badawi and his successor, Najib Razak, who vainly attempted to fix it through government transformation programmes.&lt;br /&gt;&lt;br /&gt;In 2018, Mohd Shukri Abdull, then head of the Malaysian Anti-Corruption Commission, warned that it “was ruining the country”. In that year, the World Bank, in a report, criticised the Malaysian civil service for its lack of accountability, impartiality, transparency and openness.&lt;br /&gt;&lt;br /&gt;Inelegantly known as brown-nosing, “bodeking” is the greatest single organisational dysfunction within Malaysia’s civil service, compromising the quality and integrity of management along with protection against corruption.&lt;br /&gt;&lt;br /&gt;The Dutch cultural anthropologist Geert Hofstede ranks Malaysia the top country in his Power Distance Index, which measures the extent to which the less powerful members of societies and organisations within them expect that power is distributed unevenly and accept it.&lt;br /&gt;&lt;br /&gt;Feudal roots&lt;br /&gt;&lt;br /&gt;This has deep cultural roots with the Malays who, over hundreds of years, have accepted a hierarchical and feudal structure headed by sultans or rajas. Throughout recorded history, Malay society has not only accepted authority, but gone to great lengths to seek acceptance from those at the top of the social hierarchy.&lt;br /&gt;&lt;br /&gt;Malaysia is only one of two countries where monarchs award titles to citizens and these are highly sought after. The British, during colonial times, knew of the prestige and power of the monarchs and incorporated the Malay royal class into the government and constitution.&lt;br /&gt;&lt;br /&gt;Society today generally accepts royal, political and administrative positions of authority as being the top of the social totem pole. Those who revere and respect will seek to gain acceptance, seek favours and identify with their leader.&lt;br /&gt;&lt;br /&gt;Those who dislike their leaders will covertly disrupt and undermine their leaders through clandestine actions, sabotaging their authority.&lt;br /&gt;&lt;br /&gt;Possibly, the ultimate example occurred when those around former prime minister Najib Razak, before he called the general election in 2018, including his own ministry and the police Special Branch, predicted he would win.&lt;br /&gt;&lt;br /&gt;This time, Najib was caught out. However, the “bodek” culture protected Najib earlier during the 1Malaysia Development Berhad (1MDB) financial misappropriation scandal, with those in the know keeping quiet to stay in favour.&lt;br /&gt;&lt;br /&gt;Private empires&lt;br /&gt;&lt;br /&gt;Senior civil servants become so dominating and powerful that they are able to shape their departments and agencies into their own private empires. Many departments follow the agendas of their heads, rather than organisational missions. They implement their own ideas, procedures, systems and programmes, only to see them dismantled when a new person takes over.&lt;br /&gt;&lt;br /&gt;This leads to the discontinuity of programmes, procedures, and systems.&lt;br /&gt;&lt;br /&gt;Loyal employees usually follow directions unquestioningly. This enables tenders to be manipulated, purchasing procedures skilfully by-passed, and the use of budget allocations at the leader’s prerogative without accountability.&lt;br /&gt;&lt;br /&gt;These errant practices usually stay out of the notice of the Malaysian Anti-Corruption Commission(MACC), simply because no one is willing to report them. Even though the MACC may be aware of some corrupt practices, they cannot get any insider evidence for investigations, charges, or prosecutions.&lt;br /&gt;&lt;br /&gt;There are thousands of white elephant projects abandoned around the country, with planners and their groups having profited and moved on.&lt;br /&gt;&lt;br /&gt;Misinformation&lt;br /&gt;&lt;br /&gt;Government reports, presentations and proposals are prepared and written to put issues in the most positive light. Most reports and presentations now focus on providing glossy projections to hide the reality.&lt;br /&gt;&lt;br /&gt;Statistics are routinely skewed, with the national poverty rate grossly under-estimated by bureaucrats for many years to make the government look good at eradicating poverty.&lt;br /&gt;&lt;br /&gt;Deep within Malaysia’s “bodek” culture is the imperative that it’s wrong to criticise or contradict a superior, particularly senior ones. Peers would also see any disagreements or contradictions as selling out the group. Those who correct or disagree will be ostracised. There is strong peer pressure to sit in a meeting, agree or be silent so as not to show up others.&lt;br /&gt;&lt;br /&gt;Ministries and agencies are locked in a Groupthink siege, filtering information to include only what subordinates believe the boss wants to hear.&lt;br /&gt;&lt;br /&gt;Too much time, public funds, and too many resources are put into creating events, programme launches, and openings to glorify and please superiors. This “bodek” culture can also be seen in agency, department, and faculty WhatsApp groups, with responses to superiors overfilled with words like tahniah (congratulations) and hebat (fantastic).&lt;br /&gt;&lt;br /&gt;Destroying productivity and creativity&lt;br /&gt;&lt;br /&gt;The energy and emotion put into continually placating superiors is draining and the difficulty in putting up new ideas when superiors already have an agenda suppresses the diversity of ideas within the civil service.&lt;br /&gt;&lt;br /&gt;The culture of silence is embedded in students at schools, where they are deterred from asking questions.&lt;br /&gt;&lt;br /&gt;Such practices destroy morale and motivation within many departments and agencies. This is what makes Malaysian administrative leaders powerful, above criticism, and influential with those over who they have direct authority.&lt;br /&gt;&lt;br /&gt;The civil service is one of the nation’s most important resources, one that manages the country, rather than the executive. Consequently, the culture and resulting health and effectiveness is of vital national importance.&lt;br /&gt;&lt;br /&gt;The practice of “bodeking” needs to be eradicated. It’s a cultural cancer that needs immediate attention. It’s a necessary reform that the so-called Pakatan Harapan reform government didn’t recognise.             <description>Court throws out Anwar’s challenge on legality of NSC Act&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;KUALA LUMPUR: The High Court today dismissed a suit filed by Anwar Ibrahim to challenge the constitutionality of the National Security Council Act (NSCA) which came into force in 2016.&lt;br /&gt;&lt;br /&gt;Judge Ahmad Kamal Md Shahid made the ruling as the Federal Court last month had ordered the matter to be remitted to the High Court to be disposed of in accordance with majority judgment.&lt;br /&gt;&lt;br /&gt;Anwar’s counsel J Leela said Kamal also ordered that the opposition leader need not pay any costs as the suit was a public interest matter.&lt;br /&gt;&lt;br /&gt;“The judge made the order after senior federal counsel S Narkunavathy agreed to my submission as to no order on costs,” she said.&lt;br /&gt;&lt;br /&gt;In Feb 2019, the High Court allowed Anwar’s application to refer several legal questions to be answered by the apex court on the legality of the NSCA.&lt;br /&gt;&lt;br /&gt;Federal Court judges Zaleha Yusof, Zabariah Mohd Yusof, Hasnah Mohammed Hashim, Mary Lim and Rhodzariah Bujang were of the view that the questions posed by Anwar were academic and hypothetical.&lt;br /&gt;&lt;br /&gt;However, judges Vernon Ong and Harmindar Singh Dhaliwal, who were in the minority, were of the opinion that the questions posed were relevant.&lt;br /&gt;&lt;br /&gt;They said the NSCA had not been enacted in accordance with Article 149 of the Federal Constitution and that it violated certain fundamental rights.&lt;br /&gt;&lt;br /&gt;All seven judges were, however, unanimous that the NSCA did not offend the basic structure of the Federal Constitution.&lt;br /&gt;&lt;br /&gt;Zaleha, who delivered the majority verdict, said the National Security Policy, among others, did not indicate that the NSCA was meant to be a law against subversion.&lt;br /&gt;&lt;br /&gt;She said Sections 18 and 22 of the NSCA did not run afoul of Clause (2) of Article 9 with regard to freedom of movement as it could be restricted on security, public order, public health or the punishment of offenders.&lt;br /&gt;&lt;br /&gt;Ong, who delivered the dissenting judgment, said the NSCA was a security law containing sweeping powers which restricted fundamental liberties.&lt;br /&gt;&lt;br /&gt;In his action, Anwar sought a declaration that Section 12 of the Constitution (Amendment) Act 1983, Section 2 of the Constitution (Amendment) Act 1984, and Section 8 of the Constitution (Amendment) Act 1994 are null and void on grounds that they breach the basic structure of the Federal Constitution.&lt;br /&gt;&lt;br /&gt;He also sought a consequential declaration that the NSCA is unconstitutional, null and void on grounds that it became law pursuant to an unconstitutional amendment, and was not enacted in accordance with Article 149.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.freemalaysiatoday.com/category/nation/2021/09/07/court-throws-out-anwars-challenge-on-legality-of-nsc-act/' target='_blank'&gt;https://www.freemalaysiatoday.com/category/...ity-of-nsc-act/&lt;/a&gt;</description>

(Bernama pic)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;KUALA LUMPUR: The post-pandemic outlook for the palm oil industry in Malaysia remains bright, backed by the balanced supply and demand as well as expected recovery from labour shortages next year.&lt;br /&gt;&lt;br /&gt;Council of Palm Oil Producing Countries (CPOPC) executive director Yusof Basiron said palm oil prices had been relatively high for most of 2020 and 2021, and for producer countries, whose economies were affected by the pandemic, the increased revenue from the palm oil sector was much welcomed.&lt;br /&gt;&lt;br /&gt;He said consumers, on the other hand, were affected by the high prices of oils and fats, since lower supply of rapeseed and sunflower oil and strong demand for soybean and its oil had led to the current high prices of soyabean oil.&lt;br /&gt;&lt;br /&gt;However, Yusof said, the lower prices of palm oil relative to soybean oil were benefiting consumers, especially those whose incomes were affected by the economic slowdown due to the pandemic.&lt;br /&gt;&lt;br /&gt;“The current trend of long periods of high prices experienced by palm oil (and other oils and fats) may be part of a new long-term shift in the supply and demand balance of palm oil as well as for other oils and fats,” he said in his keynote address at the second edition of the World Palm virtual exhibition and conference today.&lt;br /&gt;&lt;br /&gt;“While demand for oils and fats has continued to grow according to past trends due to expanding population, the supply of palm oil may not be increasing at a high rate as in the past.”&lt;br /&gt;&lt;br /&gt;Yusof said the moratorium on new land expansion for oil palm cultivation in Indonesia and similar lack of new land for oil palm cultivation in Malaysia had limited the growth rate of palm oil production in recent years and in the long-term.&lt;br /&gt;&lt;br /&gt;As other oils and fats were growing at a lower rate than palm oil, he said, it was unlikely that the next major crop, like soy production, would grow at a “super high rate” to compensate for the lack of rapid expansion in palm oil production as in the past.&lt;br /&gt;&lt;br /&gt;Hence, the future supply of oils and fats had to experience a slowing growth relative to demand, and prices had to rise to reflect this new supply and demand balance.&lt;br /&gt;&lt;br /&gt;“If this outlook holds true, palm oil producers will continue to enjoy remunerative prices for their palm oil, and maximising the production of palm oil will be done by improving yield through better agronomic practices,” he said.&lt;br /&gt;&lt;br /&gt;Yusof also said yield improvement for the palm oil industry had not happened unlike other oilseed crops where 50% increase in yield has been achieved in the last few decades.&lt;br /&gt;&lt;br /&gt;“If the palm oil industry can seize the opportunity to improve its yield by 50% like the other oilseed crops, over 35 million tonnes of palm oil can be additionally produced per year, without any plantation land area expansion.&lt;br /&gt;&lt;br /&gt;“This will represent an opportunity for a huge increase in revenue for palm oil producers, given the projected high prices in the near future,” he said.&lt;br /&gt;&lt;br /&gt;Faye Loo, an analyst at global agricultural commodity and agribusiness economic consulting firm LMC International, said the rising Covid-19 cases had caused experienced foreign workers from Indonesia and Bangladesh to leave as their permits were not renewed.&lt;br /&gt;&lt;br /&gt;On top of that, there were also no new arrivals of workers due to the border closure.&lt;br /&gt;&lt;br /&gt;She expressed hope that the situation would change in 2022, thus increasing production and yield.&lt;br /&gt;&lt;br /&gt;Loo said an estimated 75,000 additional workers were needed to ensure good plantation operations in Malaysia.&lt;br /&gt;&lt;br /&gt;“The effect of a lack of workers has caused harvesting intervals to prolong to above one month at some plantations.&lt;br /&gt;&lt;br /&gt;“In some cases, fruits were being left to rot on trees because they were not harvested in time, while some neglected maintenance in trying to focus on harvesting work, leading to the palm fruits trees being left unpruned,” she said.&lt;br /&gt;&lt;br /&gt;For 2022, LMC expected Malaysian palm oil production output to slightly rebound to 18.4 million tonnes, and Indonesia’s to be up by two million tonnes to 47.2 million tonnes in 2022.&lt;br /&gt;&lt;br /&gt;This year, she said, Malaysia’s output was expected to be similar to that of 2020 at 18.1 million tonnes, while for Indonesia, the volume was expected to be 45.5 million tonnes.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.freemalaysiatoday.com/category/nation/2021/09/07/post-pandemic-future-looks-bright-for-palm-oil-industry/' target='_blank'&gt;https://www.freemalaysiatoday.com/category/...m-oil-industry/&lt;/a&gt;</description>

(Bernama pic)&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;JOHOR: State police chief Ayob Khan Mydin Pitchay said the relatively low pay and allowances of police personnel was no excuse for accepting bribes – because they knew exactly what they would be earning before joining the force.&lt;br /&gt;&lt;br /&gt;However, he said a pay review for police personnel was in order due to the rising cost of living.&lt;br /&gt;&lt;br /&gt;Using pork – which is forbidden in Islam – as analogy for Muslim personnel, he said he was bewildered that they were quick to point out it was “haram” to even see the meat but could indulge in graft which, according to him, was even worse.&lt;br /&gt;&lt;br /&gt;“They say pork is haram and seeing the meat is also prohibited. But they don’t realise pork can be eaten by Muslims in emergencies to survive. I repeat, during emergencies only.&lt;br /&gt;&lt;br /&gt;“However, corruption is not allowed even in emergencies.&lt;br /&gt;&lt;br /&gt;“This example is enough to show how disgusting bribery is. It involves all. This is my ultimate example to drive home the anti-corruption message,” he said in a live interview with Astro Awani earlier today.&lt;br /&gt;&lt;br /&gt;The former Bukit Aman anti-terror chief said as far as he was concerned, nothing could justify policemen accepting bribes, citing the early days when he joined the force in 1991.&lt;br /&gt;&lt;br /&gt;Ayob Khan said they had to use old typewriters to take down reports and complete investigation papers, which was not easy.&lt;br /&gt;&lt;br /&gt;“The sacrifices of our personnel then cannot be compared with that now. Today, they not only have laptops but also six senior investigating officers in a district.&lt;br /&gt;&lt;br /&gt;“So, to say that they take bribes because of low wages and allowances, I don’t agree. It’s their lust and greed that makes them accept bribes. We have to lead our lives according to our pay, cut your coat according to your cloth.”&lt;br /&gt;&lt;br /&gt;For example, he said, if the pay was RM2,000 a month, there was no need to change handphones every six months or buy fancy gadgets costing as high as RM7,000.&lt;br /&gt;&lt;br /&gt;Ayob Khan said there were those who changed cars every six months or every Hari Raya.&lt;br /&gt;&lt;br /&gt;“When I became a cadet ASP in 1991, I bought a second-hand Proton Saga which I used for 10 years. Then I changed to a second-hand Honda Civic which I used for another 10 years. Finally I bought a new Toyota Wish which I also used for 10 years.&lt;br /&gt;&lt;br /&gt;“I just sold it. My advice to all is to live within your means because if you go beyond, then you will start looking for money from other sources.”&lt;br /&gt;&lt;br /&gt;On the wages and allowances of police personnel, he agreed that a review was needed in view of the rising cost of living.&lt;br /&gt;&lt;br /&gt;For example, he said, the rental for a decent house in Johor was about RM1,000 per month but the housing allowance was only RM300 for other ranks and RM450 for officers.&lt;br /&gt;&lt;br /&gt;“This disparity is big and we can see how difficult it is for them to survive. Maybe we cannot give the whole amount but the existing rates must be raised. They tend to compare themselves with what Singapore police personnel earn but that may not be fair.&lt;br /&gt;&lt;br /&gt;“However, it is indeed true that the cost of living has gone up, and some police quarters were built in the 70s with only one room. For an efficient force, their welfare is important.             <description>WASHINGTON: Ketika negara-negara miskin sedang bergelut dengan kekurangan bekalan vaksin, Amerika Syarikat (AS) didakwa membuang sebanyak 15.1 juta dos vaksin Covid-19, sejak 1 Mac lalu.&lt;br /&gt;&lt;br /&gt;Lapor NBC News, data yang dilaporkan oleh pihak farmasi, negeri serta pihak penyedia lain dijangka jauh lebih tinggi daripada jangkaan sebelum ini.&lt;br /&gt;&lt;br /&gt;Pelbagai alasan diberikan berhubung pembaziran tersebut seperti kesilapan dalam mencairkan vaksin, kerosakan fungsi penyejuk beku dan jumlah dos dalam bebuli melebihi bilangan penerima suntikan pada satu-satu masa selepas dibuka.&lt;br /&gt;&lt;br /&gt;Laporan itu timbul ketika sebilangan negara miskin terus bergelut dalam program vaksinasi kepada penduduk mereka disebabkan kekurangan bekalan dos vaksin.&lt;br /&gt;&lt;br /&gt;Di Afrika Selatan, hanya 2.8 juta penduduk sudah menerima sunitkan lengkap vaksin berdasarkan data awam yang dikumpulkan Our World in Data.&lt;br /&gt;&lt;br /&gt;AS sebaliknya, dilaporkan sudah memberikan kira-kira 440 juta dos vaksin kepada 52 peratus penduduknya setakat ini.&lt;br /&gt;&lt;br /&gt;Lebih sejuta penduduk AS juga sudah menerima suntikan dos ketiga berikutan imuniti yang lemah.&lt;br /&gt;&lt;br /&gt;Bahkan, negara itu dilaporkan merancang untuk menyediakan dos ketiga kepada semua penduduk selepas tempoh lapan bulan menerima suntikan kedua, bermula akhir bulan ini.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.utusan.com.my/luar-negara/2021/09/as-buang-15-juta-dos-vaksin-covid-19/' target='_blank'&gt;https://www.utusan.com.my/luar-negara/2021/...aksin-covid-19/&lt;/a&gt;</description>

            <description>&lt;img src='https://s3media.freemalaysiatoday.com/wp-content/uploads/2021/05/07-FMT-VAKSIN-IDCC-SHAH-ALAM-ASTRAZENECA.jpg.jpg' border='0' alt='user posted image' /&gt;Vaccination rates are expected to reach 80% of the adult population for all states by the end of this month.&lt;br /&gt;&lt;br /&gt;PETALING JAYA: After more than two months, the country’s Covid-19 infectivity rate (R0 or R-nought) has fallen below 1.0 again, signifying that the country is on the right track in Covid-19 management.&lt;br /&gt;&lt;br /&gt;Prime Minister Ismail Sabri Yaakob said this today in a statement following the first special committee meeting on pandemic management.&lt;br /&gt;&lt;br /&gt;The last time the country’s Covid-19 infectivity rate national average had registered below 1.0 was in late June. It then hit 1.0 on June 28 and continued to rise over the next two months.&lt;br /&gt;&lt;br /&gt;Meanwhile, Ismail said the Covid-19 vaccine supply access guarantee special committee (JKJAV) expects vaccination rates to reach 80% (of adult population) for all states by the end of September.&lt;br /&gt;&lt;br /&gt;Ismail added that he was hopeful that the vaccination rate may even reach 100% for adults by the end of October.&lt;br /&gt;&lt;br /&gt;However, he reminded the public that they must be prepared to live with Covid-19 as an endemic problem even after everyone has been vaccinated.&lt;br /&gt;&lt;br /&gt;Hence, the health ministry has been asked to table new suitable strategies aside from compliance to SOPs.&lt;br /&gt;&lt;br /&gt;“I welcome the call to implement a behavioural change, announced by the health ministry on Sept 1, 2021. ‘Keluarga Malaysia’ must come to realise that, in the end, we will be forced to live with Covid-19, like what has been happening around the world.”&lt;br /&gt;&lt;br /&gt;Meanwhile, he said the special committee has decided that Melaka will move to Phase 2 and Negeri Sembilan to Phase 3 under the national recovery plan.             <description>&lt;img src='https://s3media.freemalaysiatoday.com/wp-content/uploads/2021/09/Malaysian-students-overseas-emel-pic-020921-1.jpg' border='0' alt='user posted image' /&gt;Malaysian students overseas (from left) Nabeel Kamarul Bahren, Irsyad Fahmi Arizal, Daniel Lai and Isaac Sharvin David.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;PETALING JAYA: When you are a student far from home, the festival days of your childhood, not so long gone, can evoke deep memories of joyful family gatherings and the sublime taste of your favourite home-cooked food.&lt;br /&gt;&lt;br /&gt;This is especially true of Merdeka Day, a purely Malaysian celebration which is just another day for the rest of the world, when everyone goes about their business as usual, unaware of your nagging heartache.&lt;br /&gt;&lt;br /&gt;You may have vivid memories of the Jalur Gemilang flying proudly across the neighbourhoods where you grew up, and patriotic songs blasting from car radios, and indulging in the special food that nobody cooked just like your mother and aunts.&lt;br /&gt;&lt;br /&gt;But to everybody around you, it is just another Tuesday.&lt;br /&gt;&lt;br /&gt;Malaysia’s students abroad, of all ethnicities and religions, agree that nothing beats celebrating Merdeka back home.&lt;br /&gt;&lt;br /&gt;This year, Covid-19 restrictions made the Merdeka Day celebrations decidedly muted affairs in Malaysia, and get-togethers for Malaysian communities even smaller than usual in other countries.&lt;br /&gt;&lt;br /&gt;Nabeel Kamarul Bahren, a 22-year-old studying chemistry at the University of Edinburgh, said the celebrations were “more contemplative”.&lt;br /&gt;&lt;br /&gt;“Here in Scotland, we are able to more or less go around freely, but we know many people are still struggling with lockdowns back home,” said Nabeel, from Kuala Lumpur.&lt;br /&gt;&lt;br /&gt;“So, to show sympathy, Edinburgh-based Malaysians will just meet up in a local park.”&lt;br /&gt;&lt;br /&gt;Irsyad Fahmi Arizal, another University of Edinburgh student, said he was hopeful that all overseas Malaysians would take the time to reflect on the special day.&lt;br /&gt;&lt;br /&gt;Now in his second year, the engineering student remembers spending last year’s Merdeka watching patriotic movies and chatting on Zoom while kitted out in traditional Malaysian clothes.&lt;br /&gt;&lt;br /&gt;“I know that back home it’s currently in a tough situation when it comes to Covid-19, but I hope everyone can still celebrate our independence and the spirit we have held on to for so long, even if it’s just in a small way,” said Irsyad, from Kelantan.&lt;br /&gt;&lt;br /&gt;Daniel Lai is set to start his masters degree course in Smart Energy and the Built Environment at University College London in September, and like most Malaysians, has fond memories of large Merdeka gatherings filled with love, laughter and good food.&lt;br /&gt;&lt;br /&gt;The 22-year-old from Petaling Jaya, who recently graduated from Scotland’s University of Glasgow, said: “We usually have a Merdeka celebration here with as many Malaysians as we can fit in. We sing, eat too much and socialise, of course&amp;#33;&lt;br /&gt;&lt;br /&gt;“But this year, I’ll probably meet up with just a few friends for a meal and a chat about how times have changed.”&lt;br /&gt;&lt;br /&gt;Down under in Perth, Australia, 20-year-old Isaac Sharvin David said Merdeka events organised by local community clubs and the consulate-general were still up in the air due to Covid-19 and Australia’s ultra-strict pandemic rules.&lt;br /&gt;&lt;br /&gt;A Public Health masters student at the University of Western Australia, Isaac is enjoying Australia but said that Merdeka should really be spent with family and friends back home in Ipoh.&lt;br /&gt;&lt;br /&gt;“Sure, there’ll be a few small-scale activities to celebrate Merdeka here, but it’s a totally different vibe to Merdeka in Malaysia as nobody else is celebrating,” he said.&lt;br /&gt;&lt;br /&gt;“To get the most out of a true Merdeka Day, you need to be where it’s an eagerly anticipated holiday for the whole nation.”&lt;br /&gt;&lt;br /&gt;It seems that Malaysians all across the world, however they are celebrating the day this year, are in agreement about one thing.&lt;br /&gt;&lt;br /&gt;As Isaac puts it, “Outside of Malaysia, the feeling just isn’t the same.
