Safe To Pay Directly To Bank A/C ?

Hi guys.. I'm wondering if it is safe to pay directly to a person's bank A/C or company's A/C ?
If were to buy a thing from an online seller and at the end that seller never give the item how ?
Is it legal ?
I also have seen website with payment without credit card and asking to direct bank in to a/c 1...how to protect this kind of purchase for buyer ar?
I know website like lelong one at least they will solve da dispute as long as the thing is bot from lelong's member la..
But this 1 not govern by leleong 1 how ?
