KL hosts fresh Philippines-MILF peace talks

KUALA LUMPUR: Philippine government and Moro Islamic Liberation Front (MILF) negotiators are due to meet in Kuala Lumpur today to advance a peace process that began three decades ago.

The one-day Special Meeting of the Government of the Philippines (GPH) and MILF Peace Implementation Panels will focus on outstanding commitments under the 2014 Comprehensive Agreement on the Bangsamoro (CAB).

The Philippine government panel will be led by Secretary Mel Senen Sarmiento, while the MILF panel will be chaired by Mohagher Iqbal.

Malaysia's facilitator is General (Rtd) Tan Sri Zulkifli Zainal Abidin, who has held the position since 2023.

The last meeting of the two implementing panels was held in Davao City in August.

The peace talks began in 1997, while the CAB, signed in 2014, provides the framework for the peace process and contains commitments that the parties are still working to implement.

The conflict in the southern Philippines has killed more than 120,000 people and displaced about two million since the late 1960s.

Among the issues under discussion is the normalisation process, including the decommissioning of MILF combatants and weapons, transformation of former MILF camps, disbandment of private armed groups, and transitional justice and reconciliation.

As part of the peace process, the two sides are also working towards an Exit Agreement, which is intended to formally end the GPH-MILF peace process once all commitments under the 2014 Comprehensive Agreement on the Bangsamoro (CAB) have been fulfilled.

The recent Bangsamoro Parliamentary Election held on Sept 14, 2026 was an important achievement in the political track, while continued attention is given to the implementation of all commitments under the CAB.

The Kuala Lumpur meeting would focus on the remaining CAB provisions, including efforts to develop a roadmap for outstanding commitments.

The meeting will give the two sides an opportunity to discuss the next steps in implementing the agreement, with Malaysia continuing its role as facilitator.

MALAYSIA Aviation Group Bhd (MAG) is considering expanding its planned fleet of long-range widebody aircraft beyond the seven jets needed to replace its existing Airbus A350-900s, as it seeks to improve efficiency and strengthen Malaysia Airlines Bhd’s premium offering.

The airline group had initially planned to issue a request for proposal for the aircraft before end-2025 and make a decision by mid-February 2026. That timeline has since been pushed to late 2026.

“We’ve got seven [leased A350s] today. So of course, there will be a minimum seven to replace. But we’re looking at growth as well. So there will be more than seven,” MAG president and group CEO Captain Nasaruddin A Bakar tells The Edge in an interview.

The long-range widebody selection is part of a broader fleet-renewal programme aimed at supporting Malaysia Airlines’ growth while lowering operating costs and enhancing its cabin product.

In a November 2025 interview with The Edge, former MAG group managing director Datuk Captain Izham Ismail said aircraft under consideration included the new-generation A350-1000, Boeing 787-9, 787-10 and 777X, with Rolls-Royce’s Trent and GE Aerospace engines as possible options to power the widebody planes.

Nasaruddin says MAG has been in discussions with aircraft manufacturers for the past two to three months and expects to make a decision before the end of the year.

The process has taken time as MAG balances its growth ambitions with the need to maintain financial discipline.

“As a company, we need to ensure that we are financially sustainable. As Malaysia’s national carrier, MAG also needs to consider the broader economic role of the airline,” says Nasaruddin.

The decision will ultimately come down to the economics of each aircraft, including its purchase or leasing cost, fuel efficiency, cabin product and suitability for Malaysia Airlines’ network.

MAG is under pressure to make a decision as delivery slots for new aircraft become increasingly difficult to secure.

The global commercial aircraft order backlog stands at about 18,000 aircraft, and an aircraft ordered today could take five to seven years to be delivered, according to Nasaruddin.

“We do recognise that the longer we wait, the longer the slot will be.”

Still, he believes MAG’s relationships with aircraft manufacturers will help the group retain some delivery positions.

Under MAG’s Long-Term Business Plan (LTBP) 3.0, the group estimates that the capital needed to take delivery of about 50 of its new aircraft on order would be about RM38 billion based on catalogue value.

The group is considering a combination of operating leases, finance leases and debt to fund its fleet expansion, rather than financing the entire programme from its own balance sheet.

“We are looking at all sources, either bankers or aircraft lessors, and others,” says Nasaruddin.

The choice between operating and finance leases will also depend on which structure offers MAG the strongest financial returns.

The group currently has a cash balance of about RM1.1 billion. It has drawn RM1.8 billion of the RM3.6 billion in capital support provided by its main shareholder Khazanah Nasional Bhd following its Covid-19 restructuring, leaving about RM1.77 billion available to be drawn.

Nasaruddin says financing for the new aircraft on order is an ongoing process, with a significant portion yet to be secured.

“Even if we make the purchase or the order for the long-range wide-body, that financing will normally happen about three years before the aircraft are delivered,” he says.

Fleet renewal is essential to MAG’s ambition for Malaysia Airlines to be placed among Skytrax’s top 10 global airlines by 2030.

The carrier faces stiff competition from Singapore Airlines, Qatar Airways, Thai Airways International and Philippine Airlines, all of which are investing in newer aircraft with upgraded cabins.

“This industry, I call it the world of sameness. It means everybody is the same, all are playing on the same field,” says Nasaruddin, noting that the challenge is to give passengers a reason to choose Malaysia Airlines over competitors. For Malaysia Airlines, the answer lies in its customer proposition: aircraft, food and hospitality.

MAG currently operates a fleet of 106 aircraft across Malaysia Airlines, FlyFirefly Sdn Bhd (Firefly) and MAB Kargo Sdn Bhd.

Firefly remains part of MAG strategy
Nasaruddin says MAG’s loss-making low-cost arm Firefly will remain part of the group’s strategy despite pressure to improve its financial performance.

Malaysia Airlines serves the premium market, while Firefly is intended to cover leisure, low-cost and value-oriented segments.

Firefly currently operates nine ATR 72-500 turboprops, which are about 12 to 15 years old. MAG is studying options to replace the ageing fleet, although no decision has been made.

As with the group’s wider fleet programme, the choice will depend on the economics, including aircraft costs, expected fares and passenger load factors.

The suspension of Firefly’s jet operations from Sultan Abdul Aziz Shah Airport in Subang, Selangor in 2025 has helped stem the haemorrhage. However, maintenance costs for its ageing ATR fleet have increased.

Firefly’s jet operations from Kuala Lumpur International Airport, meanwhile, remain only marginally profitable.

“For every RM100, I make RM1 only,” he says, meaning the returns are insufficient to offset the losses elsewhere in the business.

For MAG, the challenge is to determine whether fleet renewal can make Firefly financially sustainable without undermining its role in the group’s wider network and market strategy.

Flight cancelled as child refuses to sit down

A flight in Canada has been cancelled after a child refused to sit down and fasten their seatbelt.

The Porter Airlines service had left the terminal at Victoria International Airport in British Columbia and was heading for the runway.

According to the airline, a parent and cabin crew had repeatedly tried to secure the child in their seat to no success.

The plane was forced to return to the gate so the parent and child could be removed along with their luggage.

Remaining passengers also had to disembark while flight plans were refiled and other paperwork was completed.

However, this delayed the Toronto-bound flight beyond the runway's closure time at 12.30am, leaving passengers stranded in British Columbia for the night.

In a statement, Porter Airlines said the young child had been "standing in their seat" - creating unsafe conditions for take-off.

It is unclear how old the child was, nor how many passengers were on board the 132-seat plane at the time.

The airline apologised to the passengers who were inconvenienced on Thursday - and confirmed they were rebooked on a different flight the following day.

Passengers on board the service told Canadian broadcaster CBC that there was "a lot of frustration".

One of them, Aryeh Kozuch, said the child wasn't being bratty or uncomfortable, but was scared.

He said: "They just kept hiding under their seat. If they got forced into being strapped in, they just kind of slid out underneath."

Another passenger, Hillary Hertzberg, said "it took forever" for the parent and child to disembark, and criticised the airline's communication after the flight was cancelled.

Some were left scrambling to try and find a room at a nearby hotel, and now want the airline to offer compensation for their expenses.

At least child rights was upheld.

MACC probing massage parlour chain over 2-tier accounting system

PETALING JAYA: The Malaysian Anti-Corruption Commission has remanded five people in an investigation into corruption and money laundering at a leading massage parlour chain.
An MACC source said the anti-graft agency and the Inland Revenue Board (LHDN) are investigating the massage parlour chain, which has 32 outlets nationwide and is believed to have been operating since 2023, for allegedly practising a two-tier accounting system.

The source said most of the company’s cash sales are unreported, resulting in an estimated tax leakage of about RM7.56 million a year.

The investigation also found evidence of bribes paid to enforcement officers and local authorities to facilitate the company’s operations and as protection money, the source said.

MACC has frozen about RM11.5 million in 121 personal and corporate bank accounts related to the company.

Five commercial premises worth about RM7.3 million, two industrial properties valued at about RM2.3 million, seven residential properties with an estimated value of RM7.7 million, and five luxury vehicles costing about RM1.5 million have been seized.

The source said the assets, located in the Klang Valley and Johor, are suspected to be proceeds from money laundering.

The suspects, comprising company directors and senior management staff of several business entities, aged between 30 and 50, were arrested around the Klang Valley and Putrajaya yesterday.

57-year-old 'Uncle Jet' graduates from USM as Malaysia's oldest doctor

GEORGE TOWN: A 57-year-old former engineer, Dr Ng Jet Kwan, has made history as Malaysia's oldest medical graduate after receiving his degree at Universiti Sains Malaysia's (USM) 63rd convocation.

Born in Batu Pahat and commonly known as Uncle Jet, he fulfilled a childhood dream after initially pursuing engineering when he failed to secure a medical seat following secondary school.

"In the early 1990s, opportunities were very limited as there were only four public higher education institutions offering medical programmes in Malaysia, making competition very intense.

"My parents were hawkers and we were not a wealthy family, but the ambition never faded. I registered at USM at the age of 51 after both my children had finished their studies," he told reporters here today.

Ng said his daughter, Dr Ng Zhu Chin, 29, is now a resident doctor at Massachusetts General Hospital in the United States, while his son, Ng Zhu Han, 25, is a lawyer in Australia.

He thanked the lecturers at the School of Medical Sciences at USM's health campus in Kubang Kerian, Kelantan, particularly his mentor, neuroscientist Prof Datuk Dr Jafri Malin Abdullah, for their guidance and encouragement.

On studying in Kelantan, Ng said his initial challenge was understanding the local dialect, but he adapted quickly due to the friendly nature of the locals.

"Although some lecturers were younger than me, it was not a barrier. In fact, some were my age and we could discuss things casually. I was also close with my classmates and I am grateful to have finished my studies on schedule," he said.

He also thanked the Health Ministry for its policy allowing older students to pursue their ambitions.

"I have started my housemanship at Hospital Pakar USM in the general surgery department.

"After completing my training there, I intend to get my licence and permit to open my own clinic," he said.

Ng had previously studied traditional Chinese medicine at a university in Singapore from 2012 to 2017.

KL school gets new 100mil sports complex

KUALA LUMPUR: Garden International School (GIS) has launched its new RM100 million sports complex to raise relevant, responsible and resilient learners.

The British international schools said the five-level, 200,000-square-foot facility is equipped with world-class amenities that include an Olympic-size swimming pool, two full-length indoor basketball courts, two tennis courts and a fully equipped gym and fitness suite.

"This sports complex and underground car park have been eight years in the making, a project designed to meet the needs of both our students and the wider community.

"This development will address long-standing traffic challenges, introducing an underground car park with improved access points to Jalan Kiara 3 and 5, while offering safer, more comfortable drop-off areas for parents and students," said Taylor's Schools president and chief executive officer BK Gan.

The sports complex is part of Phase 1 of GIS' campus transformation, which began with a new basement car park, an alfresco dining area and a FIFA-standard youth football field.

GIS plans to invest another RM85 million for the upcoming performing arts centre in Phase 2 to add greater depth to the school's already comprehensive learning environment.

While privately funded, GIS' investment complements the government's vision to position sports as a catalyst for national growth, underscored by the RM580 million allocation in 2026 Budget.

Despite these major infrastructure investments, GIS remains committed to maintaining its enrollment size.

"We are not increasing student capacity. This is not about expansion, it's about enhancement.

"We are investing in quality, not quantity, to ensure every student continues to receive the best possible journey in education," Gan added.

KUALA LUMPUR: A 22-year-old has been awarded RM7.4mil in damages after winning a suit against a government hospital and its doctors for medical negligence, which led his left hand and right leg to be amputated five years ago.

High Court judge Datuk Su Tiang Joo on Monday (Nov 3) awarded K. Vimal Raj RM6.4mil, with the bulk of the sum for the purchase of robotic arms and a leg.

The court also granted, among others, RM213,000 for pain and suffering resulting from the amputations that Vimal had undergone as a result of the hospital’s treatment, care and management, RM180,000 for home care and RM20,000 in aggravated damages.

Vimal and his father, J. Krishnasamy, 51, who were the plaintiffs in the suit, were also awarded RM200,000 in costs.

However, Justice Su disallowed a claim for loss of earnings by Krishnasamy after ruling that there was no documentary evidence submitted to prove his case.

In 2020, the plaintiffs filed the suit through Messrs AJ Ariffin Yeo & Harpal and named the Health Ministry, a government hospital, 12 doctors and the government as defendants.

On July 22, 2024, both parties entered into a consent judgment on liability, which was admitted by the government as the sixth defendant, while the claim against all the other defendants was discontinued.

According to the statement of claim, the second plaintiff, a minor aged 15 at the time of the incident, was previously healthy, active and had no chronic illnesses. However, on Jan 14, 2019, his father sent him to the Emergency Department of a government hospital due to a severe infection of the scrotal skin.

He was later diagnosed with chronic balanitis, a treatable condition that commonly occurs among uncircumcised males.

On Jan 23, 2019, the second plaintiff, who was still unconscious, was transferred to the intensive care unit (ICU) after his condition deteriorated and he fell into a coma.

While his son was in the ICU, the father noticed that his son's toes and fingers had turned blue black and immediately informed the medical officers attending to his son and sought an explanation about the condition, but none was given.

Due to the severe black discolouration on the left hand and right leg, which rendered both limbs non-functional due to cell death, a medical officer informed the first plaintiff that, to save the boy's life, his left hand and right leg above the knee had to be amputated.

According to the plaintiffs, the hospital failed to make a proper diagnosis of the second plaintiff's condition, which led to the amputation of his limbs. - Bernama
