If I'm planning to re-build a single storey bungalow in my own land in rural area, may i know how much the cost for the Architect or Draughtsman drawing including the submission for approval?

Screen Feezing(laging)

Hi All, recently i having a weird problem in my pc. My screen will freezing if i continuous playing dota for 3-4 hours.
I had checked my ram and cpu status, ram-usage only 1GB, cpu-10% while opening dota.
I found that if i reboot my system, problem will resolve. My screen will back to normal, very smooth. But after 3-4 hours later,
freezing problem appear again.... faint...

Anyone can help me? Below is my Pc spec:

AMD X2 6000+
Asus M2N-E
coolermaster Hyper TX2 HSF
2 x 2GB kingston value ram
HIS ATI HD4830
19" LCD
Acbel E2 510W PSU
Windows XP sP2

WTA : ATI 4830, 4670 and 3870

ATI 4830, 4670 and 3870

Which model have better performance? anyone can provide the power consumption for these 3 model?
friend told me 3870 is the best among them... now confusing to choose which one. Another friend said 4830 have 640 stream processor??

Can give some advice?
