How do I repair my monitor

A year ago this monitor was working fine and the display was smooth, then I didn't touch it for one year. I don't know what happened to it to make the display look like that, is there any way I can fix it on my own? Or should I bring it in to a professional? And if i do bring it to a professional, how much would it cost to fix it?

https://pictr.com/images/2020/09/15/7pJDKn.md.jpg
